**Duties**:
This position is an Information Technology Specialist located in the Facilities Management and
Security Division.

Enables the mission of OIG through the effective use of information risk management and
security countermeasures, and protects OIG office space, property, information, and personnel
by ensuring information availability, integrity, authentication, confidentiality, and nonrepudiation.
As an Information Technology Specialist, the incumbent is responsible for developing,
reviewing, maintaining, and interpreting cybersecurity policies and standards that ensure
protection of the OIG's IT infrastructure as it relates to OIG's enterprise physical access control
level computer, communications, cybersecurity, and EPACS policies, and is responsible for
developing and publishing OIG-specific policies and implementation guidelines for OIG
compliance. The incumbent provides expert advice and guidance on a wide range of matters
standards and their impact on OIG's EPACS. The incumbent is responsible for developing
minimum security standards for the purpose of enhancing and adhering to national level
requirements (e.g., NIST, HSPD-12). The incumbent is responsible for integrating the OIG
EPACS into the OIG IT network infrastructure in coordination and collaboration with other
security disciplines and ensuring successful completion of security and IT infrastructure
activities. The incumbent provides expert-level guidance to the Director and Assistant Director
of the Facilities Management and Security Division and OCIO leadership and personnel on all
cybersecurity-related matters.

Develops, coordinates, monitors, maintains, and oversees the development of cybersecurity
policies and standards that ensure the protection of OIG systems and networks as it relates to
OIG's EPACS. Plans and manages projects to develop, revise, and update cybersecurity policies
and standards from inception to implementation including coordinating a comprehensive review
and comment process involving all affected OIG offices nationwide.

Keeps abreast of emerging technologies and new Federal legislation, regulations, and initiatives
affecting the OIG's cybersecurity policies and standards. Keeps abreast of changes to security
controls for low, moderate, and high impact systems, including access control, awareness and
training, audit and accountability, security assessment and authorization, configuration
management, contingency planning, identification and authentication, incident response,
maintenance, media protection, physical and environmental protection, planning, program
management, personnel security, risk assessment, system and services acquisition, system and
communications protection, and system and information integrity.

Evaluates the actual/potential impact on the OIG's current policies and recommends changes or
other actions where required. Conducts studies and analyses of existing OIG security policies
and standards as they relate to OIG's EPACS to ensure currency and relevancy. Ensures the
maintenance, operations, deployment, and expansion of the EPACS is in alignment with all
FISMA, FIPS 201, and HSPD-12 requirements and standards. Recommends the revision or
updating of existing policies and standards or the development of new policies or standards to
replace current policies and standards where appropriate.

**Qualifications**:

- Applicants must have 1 year of specialized experience equivalent to the next lower grade level at GS-13 in the Federal service which provided the applicant with the knowledge, skills and abilities to perform the duties of the position. **Qualifying specialized experience must demonstrate the following**:

- Designing, implementing, and managing advanced network security solutions, various types of encryption on different platforms, and enterprise security systems across organizational and program line;
- Designing, implementing, and managing advanced security in-depth techniques, solutions, preventative measures, and proactive measures; **and**:

- Responding promptly to and effectively resolving critical problems is essential.
