**Duties**:
The following duties are at the Full Performance Level of CN-53:
As a Financial Analyst, you will:

- Lead the analysis and evaluation of financial and operational data for market participants using complex quantitative and qualitative techniques.
- Lead the collection, validation, and transformation of data from a variety of primary public and non-public information sources to develop insight into industry business models including both revenues and cost structures.
- Proactively identify both new techniques and new sources of data for analysis.
- Establish techniques to be used by junior analysts.

**Qualifications**:

- Applicants must meet the following requirements by the closing date of this announcement.
- **Specialized Experience for CN-51**:To qualify at CN-51, you must have one year of specialized experience at or equivalent to the next lower grade/band (CN-40, GS-9 or equivalent) in the Federal service. For this position specialized experience is defined as- Analyzing data to identify problems and trends, and developing recommendations to improve gaps in policy and/or business procedures relating to one (1) of the following consumer financial services market areas: mortgage origination, mortgage servicing, auto lending, credit reporting, consumer financial data exchange, credit cards, consumer lending (e.g., small dollar and installment), credit reporting, deposits, payments, consumer permissioned personal financial data access, consumer financial technology (FinTech), small business lending (e.g., community development financial institution and minority depository institution), rental housing, and financial institution data and core processing systems; **AND**
- Utilizing analytical tools (e.g., SAS, STATA or R) to analyze financial data sets.

**OR**

You may substitute a Ph.D. or equivalent doctoral degree, or three full years of progressively higher level graduate education leading to such a degree, or an LL.M, if related. Degree program must have a major study in one of the following: finance, business administration, economics, accounting, insurance, engineering, mathematics, banking and credit, law, real estate operations, statistics, or other fields related to the position, such as agriculture, agricultural economics, farm, livestock or ranch management, or rural sociology.
- **OR**

You may qualify by a combination of successfully completed graduate level education and specialized experience. Only graduate level education in excess of the first 2 years may be combined with experience. Example: Combining Education and Experience may be computed by first determining the total qualifying experience as a percentage of the experience required for the grade level; then determining your education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify. Degree program must have a major study in one of the following: finance, business administration, economics, accounting, insurance, engineering, mathematics, banking and credit, law, real estate operations, statistics, or other fields related to the position, such as agriculture, agricultural economics, farm, livestock or ranch management, or rural sociology.
- **Specialized Experience for CN-40**: To qualify at CN-40, you must have one year of specialized experience at or equivalent to the next lower grade/band (CN-30, GS-7 or equivalent) in the Federal service. For this position specialized experience is defined as- Collecting and analyzing data in an academic or professional setting; **AND**
- Creating and updating charts and data tables in statistical analysis programs such as SAS, STATA, R or Excel.
