
Lead Hsse Coordinator

**Purpose**:
Responsible for overseeing the HSSE functions in a medium-intensity worksite which includes a few EPCI components. Operating with mínimal supervision, the incumbent shall be responsible to coordinate the monitoring of HSSE conditions and practices of Company influenced sites. They should be able to provide expert advises and manage the enforcement of control measures to ensure that the workforce are safe at all times.
**Responsibilities**:
- Oversee the development, revision, and implementation of Project HSSE policies, frameworks, procedures and standards for the EPCI site. Ensure that the organization's HSSE strategy is robust, relevant, and forward-looking
- Monitors EPCI activities of the projects, identifies HSSE issues and proposes preventive and corrective measures. Drive HSSE initiatives so as to provide a safe and environment-friendly working environment.
- Coordinates the participation of inspection of the work areas and equipment including subcontractors to identify unsafe acts and conditions; advises line-management of areas requiring management intervention as well as on HSSE legislative and industry standards.
- Plan and coordinate Project-related HSSE Audits, report the gaps and ensure all non-comformances are monitored in MIMS. Compiles and prepares all HSSE-related records and reports to be recorded into MIMS.
- Lead EPCI site emergency responses during HSSE crises and emergencies. Collaborate with other departments and agencies to ensure a coordinated response. Ensure Emergency Plans are aligned with Corporate HSSE Procedure.
- Oversee the design and delivery of HSSE training and development programs for EPCI site contractors and vendors. Identify and bridge skill gaps within the HSSE team.
- Oversee the collation and analysis of advanced performance metrics and KPIs. Report directly to project management team on HSSE performance, risks, and opportunities.
- Strong communicator of HSSE guidelines, updates, and best practices to employees, contractors, and other stakeholders.
- Lead the identification and evaluation of strategic risks related to HSSE. Design and implement appropriate and achievable risk mitigation strategies for EPCI site.
- Ensure that all safety equipment and resources are available, in good condition, and utilized correctly.
- Drive continuous improvement initiatives in HSSE management. Encourage and integrate innovative solutions and technologies to enhance HSSE effectiveness.
- Provide strategic direction and oversight for the entire HSSE function within the project sites. Collaborate with project management team to align HSSE goals with project objectives.
- Lead and manage a team of HSSE coordinators and professionals. Set performance goals, review performance, and provide feedback to team members.
- Champion and drive the embedding of a positive HSSE culture throughout the EPCI site. Initiate and lead campaigns, programs, and initiatives to raise HSSE awareness and engagement.
- Manage the responsibility for the site HSSE budget, ensuring effective allocation and utilization of resources. Evaluate the cost-effectiveness and return on investment of HSSE initiatives.
**Requirements**:
- Degree in Occupational Health & Safety/Engineering or its equivalent.
- Min 7-10 years of progressive experience as a Safety Officer with exposure to the type of work performed on EPCI projects.
- Experience in managing HSSE Management System on site.
- Completed Certification as a Workplace Health and Safety Officer (WHSO) through the Ministry of Manpower, or equivalent/similar for overseas base.
- Must have knowledge of ISO 45001 and ISO14001, internal auditor certifications preferred.
- Hot Work Assessor Certification is preferred.
- Fire Safety Certification is preferred.
- Professional HSSE Membership is preferred.
- Position will be assigned to project execution worksites and/or yards where environment includes varied weather conditions and seasonal climate. - Ability to perform physical tasks such as but not limited to, entering confined space, climbing of scaffolds, towers and gangways, etc.
