KidSTART Singapore Ltd. (KSL) is a non-profit organization, incorporated as a Company Limited by Guarantee under the Ministry of Social and Family Development (MSF) in Sep 2020 to support low income families with children 0-6 years old in child development, especially through the KidSTART programme.
**Description of Division/Branch**
You will be part of the Regional Team under Service Management Division of KSL to oversee service coordination and effective implementation of KidSTART programmes in each regional cluster, oversee service management and audits of KidSTART Agencies, funded healthcare partners and, manage relationships of cross-regional partners/stakeholders such as Preschool Operators, Polyclinics, Hospitals, who are part of the KidSTART eco-system of delivery and ensure alignment with KidSTART Service Model and overall KSL strategy.
**Key Responsibilities**
**1. Regional Support for KidSTART Service Delivery**
- Monitor Intake and Referrals, Incubation and Case allocation for the cases in the region
- Work closely with KSL’s Information & Referral (I&R) deskheads to ensure prompt follow ups and assistance for families referred to the organisation
- Incident Management and Crises support
- Support data collection and monitor service delivery standards and targets
- Implementation of Business Continuity Plans
- Oversee tracking of budget, package of assistance for regional team
- Collate and consolidate data on Outreach, Incubation and triage, provide report and analysis
**2. Service Management and Onsite Assurance of KidSTART Agencies**
- Carry out regular contract management, programme monitoring and audits of KSAs to verify their KPIs and processes, to ensure compliance with the Funding Agreement
- Drive completion of programme deliverables within agreed cost, timeline & allocated resources
- Track and measure progress of programmes against set plans and timelines and escalate issues of concern that impact implementation
**3. Partnership Development for KidSTART Services in the region**
- Plan and implement KSL engagements with internal and external partners to strengthen service delivery and coordination
- Represent KidSTART at regional/ local engagement platforms by SSOs (ie. CAWG, SG cares etc)
- Support the Regional Head in the set up of engagement platforms with community stakeholders in the region to raise awareness of KidSTART, address gaps in service delivery and better coordinate support to families
- Implement operational protocols with partner agencies serving low-income families
- Partner KSAs and government/community agencies in the region to leverage on community resources and/or volunteers to outreach & engage low-income families with children and coordinate provision of last-mile support to enable families to access relevant resources or programmes
**Competencies**
- Strong administrative, facilitation & communication skills with a proven track record in programme management and building community partnerships
- At least 4-5 years working experience in the social service, non-profit or community sectors
- Familiarity with systems thinking, community development approaches and/or the early childhood landscape will be an advantage
- Strong planning and problem-solving skills; exercises initiative and displays innovation in coming up with solutions
- Able to work well in a fast-paced and dynamic start-up environment
- Confident, effective and collaborative team-player with strong interpersonal skills
