Job Description Summary: Reporting to the COO of 3PL, the GEM (Global Entity Management) Manager is pivotal in establishing, implementing, and enhancing GEM programs. This role involves planning, executing, and resolving complex initiatives related to geographic expansion, licensing, governance, and operational streamlining. The GEM Manager will collaborate with technical and non-technical cross-functional stakeholders to ensure PayPal operates efficiently and compliantly. Additionally, this role collaborates with various departments, including Global Markets, Global Risk Management (GRM), Legal, Product, and Engineering, to address business needs and regulatory changes. Role will cover mainly APAC and MEA markets.

**Job Description**:
**In your day-to-day role, your responsibilities include**:

- Governance and Oversight: Support the governance and legal entity oversight of PayPal International to foster business development, organizational growth, employee engagement, and brand enhancement.
- Operational Cadences: Facilitate the operating cadences of the Senior Leadership team and the Boards across PayPal, promoting commercial enablement, strong governance, team connectivity, efficient decision-making, and timely issue resolution.
- Regulatory and Legal Advisory: Analyze legal and regulatory advice and its impact on growth initiatives, ensuring accountability for their impact on GEM/GRM.
- Project Execution: Manage multiple time-sensitive, large-scale projects to meet regulatory and business objectives within defined timeframes, streamlining processes to support commercial/risk management goals.
- Compliance and Outsourcing: Oversee the 3PL outsourcing policy and other relevant compliance metrics, ensuring compliance and regular assessment of service levels, and escalating material non-compliance issues to the CEO/COO promptly.
- Stakeholder Communication: Enhance GEM reporting and communications with internal and external stakeholders to foster collaboration.
- Administrative Tasks: Perform other administrative and ad hoc tasks as required.
- Support Senior Leadership teams executing during crises and emergencies.

**What do you need to bring**:

- 8+ years experience in business management, consulting, financial/investment banking, or operations within a large-scale, matrixed, organization. Experience in financial/investment banking, consulting or fintech firms is preferred.
- Proven ability to execute strategic initiatives that drive business growth and profitability.
- Exceptional verbal and written communication skills, with expertise in storyboarding and deck writing for diverse audiences.
