The Supply Chain Planning Specialist (Equipment and Services) will support the MSC Lead to develop, lead, and deliver the integrated transformative strategies derived from planning, scheduling, analysis, and program/project management of improvement initiatives for the safe and efficient delivery of business requirements across assets in Pulau Bukom and Shell Jurong Island as one Singapore Energy & Chemical Park.
**What’s the role?**
You will match demand and supply at the most competitive cost without compromising on HSSE and to enable realisation of business needs via capacity creation and the optimisation of the end-to-end performance of the Supply Chain (SC). Supply chain planner is responsible for the creation of an integrated plan which covers the integrated need for procurement of goods, rentals, movement of people, material, services, and waste. Drive demand planning and optimisation with the requesting functions and Integrated Activity Planning & Scheduling (IAPS) Planners, including gatekeeping for IAPS handoffs, integrates demand and supply in a way that it meets service levels.
Your accountabilities include the following:
- Accountable for the SC integrated plan (demand and capacity, Mid-Long Term), demand forecast accuracy, plan stability and capacity utilization across MSC (logistics, materials, services, contracts etc.).
- Create an integrated demand and supply plan for procurement and movement of people, material, services, and waste and identify expected over and underutilization of capacity and discuss with the requesting functional planners’ opportunities to optimize (prioritize) use of resources.
- Drive demand and capacity planning and gatekeeping with the requesting functions and IAPS Planners.
- Align supply with demand to meet service levels at competitive costs (long term and mid-term), discuss with other planners' opportunities and proposals to optimize. Optimizes the spread of demand across contracted suppliers in line with commercial strategy.
- Accountable for the creation and getting a sign off for the SC integrated plan (demand and capacity, Medium Term, and Long Term), demand forecast accuracy, plan stability and capacity utilization across MSC (logistics, materials, services, contracts etc.).
- Gather in the appropriate IT systems/repository requirements to procure, move people, materiel, services and waste (e.g., for Maintenance, Projects and Turnarounds).
- Drive capacity planning across Managed Supply Chain (logistics, materials, services, contracts etc.). Gather and maintain an up-to-date overview of capacity across the supply chain (storage for different materials, handling equipment, staffing levels, and contracted activities)
- Publishes / hands off signed off plans for each cycle to the ‘source’ and ‘deliver’ teams for execution
- Manage changes in demand and supply with stakeholders, challenges changes, reports on changes and associated reasons, and identifies solutions for capacity issues and communicates improvement ideas.
- Analyze the demand and supply KPI reports, spreads demand across contracted suppliers and support the development of alternative solutions with the SC delivery / SC commercial leads.
- Contribute to continuous improvement of processes, process interfaces and related tools.
- Support the SC digital transformation initiatives and opportunities.
**What we need from you**
We are keen to speak to professionals with the following:
- Bachelor’s degree in business, supply chain or other relevant fields, external supply chain qualifications (e.g., APICS) is an advantage
- Experience in Supply Chain gained through operations or excellence roles in Planning/ Logistics/ Materials Management/ Contracting and Procurement
- Understand operational, cost & HSE implications of different logistics and procurement solutions and provide recommendations
- Experience with developing and implementing digital tools and skills in data processing/visualization is a plus
- Able to manage uncertainty and work with incomplete data; able to manage and analyze significant amounts of data
- Able to understand the customer context and to translate the customer requirements into SC demand /supply plan
- Able to work remotely and cross functionally with multiple stakeholders and to influence without authority. Able to influence others to ensure priorities and challenges of different functions are taken into account
