**About Us**
The Housing and Development Board (HDB) has been at the forefront of the Public Service Transformation effort, iteratively building towards the successful delivery of HDB’s services to our customers digitally. The Information Services Group in HDB champions this effort, developing customised IT solutions that affords HDB the flexibility and efficiency in serving its missions.

**What Will You Do?**

As a Delivery Manager on this team, you will work with the Scrum team, consisting of Software Engineers, Technical Lead, and Product Owner, in iteratively delivering IT solutions for both internal and external stakeholders of HDB. This role comes with 2 primary responsibilities - facilitating the Scrum process for the team and coordinating all project management activities for the product.

1. **Facilitation of Scrum Process**

The Scrum team is a fully self-organising team focusing on iterative development where tasks are assigned to the team - not to individuals, and the team’s collective progress is prioritised over that of any individual. An effective Delivery Manager needs to understand these principles thoroughly, and coach/facilitate the team towards these ideals. The Delivery Manager will serve as the ScrumMaster in terms of removing impediments for the team so that the team can focus on delivery of tasks.

2. **Coordination of Project Management Activities**

Software services / products to be developed by the Scrum team will draw on or feed into the overall ecosystem of the organisation’s IT solution landscape. An effective Delivery Manager needs to act as the resource person and coordinator for the Scrum Team for all matters related to the software service/product. This includes settling all interfaces with external teams (e.g., upstream / downstream systems), helping the Product Owner to structure requirements, coordinating release management activities, managing stakeholders (e.g., management, project sponsor,), and ensuring the team’s activities and deliverables complies with relevant governance regulations.

Being a Delivery Manager on this pioneer team, you will have the unique opportunity to establish the workflows surrounding the operation model for our in-house cloud engineering DevSecOps teams. This would expose you to the end-to-end processes and considerations of DevSecOps teams, as well as the complete technology stack required for such teams to function effectively.

- Proficient in planning and coordinating system release activities
- Proficient in system maintenance operations and workflows
- Proficient in establishing common system interface specifications (e.g., REST, SFTP, Event-Driven Designs)
- Proficient in providing structure to, organising, and documenting system deliverables and decisions
- Understand and appreciate cloud native architectures
- Understand and appreciate principles of DevSecOps and CI/CD
- Have at least 2 years of experience in facilitating Scrum team(s) as a ScrumMaster or a Scrum Coach, with a demonstrated understanding of Scrum principles and the proven ability in using relevant complementary techniques (e.g., Behavioural Driven Development) and tools (e.g., Jira) to advance the team’s effectiveness.

- Proficient in the responsibilities of the Product Owner (PO) and confident in guiding PO in playing the role well
