[What the role is]

Manager / Financial Planning

[What you will be working on]

(1) Guide a small team in preparing monthly fund requests and related operations. As Manager, you are also responsible for ensuring that effective checks are put in place to ensure compliance with relevant Government budgeting rules. You will also be involved in maintaining and reviewing the automation scripts used during the monthly fund request process. (2) Plan and run the annual development budget utilisation exercise, and recommend strategies to achieve the Authority’s budget utilisation targets. (3) Work closely with the rest of the Development Budget team, especially during the year-end and annual budget exercise periods, to ensure budgeting and fund request processes and strategies are well-aligned. (4) Collaborate with systems team to transition existing processes onto a new budgeting system. This could include providing inputs on the existing processes / new requirements, refining / re-designing parts of the existing processes, and creating new documentation. (5) Monitor and report on funding paper clearance statistics, and run the annual funding paper training clinic for LTA officers. (6) Contribute to corporate-wide initiatives arising from potential new functions and business areas, where these initiatives require new / updated processes related to fund requests. (7) Business Partner - Work closely with specific LTA divisions within and beyond Finance, to provide financial and funding advisory to LTA Groups. This includes helping to ensure the quality of funding proposals submitted to Ministry. (8) Contribute to discussions with external stakeholders e.g. Auditors, other Government Agencies, Ministries. (9) Contribute to continuous improvement by streamlining / optimising existing business processes (ad-hoc).

[What we are looking for]
- Tertiary qualification in Accountancy/Business Administration/Finance or equivalent professional qualifications
- At least 5 years of relevant working experience
- Meticulous and proficient in mínimally Microsoft Excel, PowerPoint, Word, SAP. Experience with automation (including Python, Excel Macros), data analytics / data visualisation are welcome.
- Strong analytical, written communication, and verbal presentation skills
- Good working knowledge and understanding of risk assessment and internal controls
- Good teamwork and interpersonal skills, with ability to interact across different stakeholder groups
