Regional Procurement Manager, Asia Hub

The Procurement Manager leads the procurement function and is responsible for establishing procurement plans, policies and processes required to obtain the materials, equipment and services to deliver on marine manufacturing projects. He/She leads improvement initiatives to enhance the procurement process and timeliness of providing the necessary resources to complete projects with cost saving and deliver on schedule.

**ESSENTIAL DUTIES AND RESPONSIBILITIES **include but not limit to the following. Other duties may be assigned.
- Perform as owner of KPI for cost saving target and on time delivery
- Advise on alternative equipment, parts and materials.
- Analyse financial implications of business strategies to the department.
- Analyse viability of workplace improvements and change management initiatives.
- Develop formal bidding processes to facilitate vendor management.
- Develop vendor selection and evaluation workflow and criteria.
- Drive procurement capabilities building initiatives.
- Explore potential collaborations with new vendors.
- Formulate procurement policies and workflows.
- Formulate sourcing strategies to support organisation's projects.
- Keep abreast of market trends and developments and modify sourcing strategies.
- Manage department's compliance to risk management frameworks policies and processes.
- Manage long-term vendor contracts pertaining to complex or high-value products and services to foster strategic partnerships.
- Mentor a team of procurement executives.
- Oversee implementation of procurement improvement initiatives.
- Oversee procurement budget and key performance indicators.
- Participate in negotiations with relevant key internal and external stakeholders.
- Review vendor evaluations and recommendation reports.
- Verify components ensure adherence to technical specifications and quality upon delivery.

**EDUCATION AND QUALIFICATION**:

- University degree in engineering, procurement or supply chain management;
- 10 - 15 years related to procurement function in water treatment, Petrochemical/ Chemical; Marine or Offshore Industries
- Strong technical background and commercial negotiation skill
- Procurement system e.g. SAP experience is preferred.

**EXPERIENCE**
- Individual must be able to work under pressure with minimum supervise.
- Drive to solve any technical problem
- Familiar with offshore specification.
- Proven track record in managing oil & gas, power plant, marine offshore or municipal water projects. Project experience with BP, ESSO, Shell or international EPC like Samsung, Hyundai, and etc

**LANGUAGE SKILLS**:

- Fluent in communication in English and professional writing skills to address contract clarification with suppliers
- Ability to read, analyze and interpret specifications and documents in English.
- Fluent in any other local language in Asia region is a plus.

**OTHER SKILLS AND ABILITIES**:

- **Professional level skill of Microsoft Office**
- **Professional level skill of Microsoft Project**
- **Hands on experience of ERP system
