**What the role is**
- Reporting to the Assistant Director, you will be responsible for identifying organisational capability needs as well as implementing strategies to build these capabilities, e.g. targeted career development initiatives to help officers acquire the capabilities and achieve meaningful careers. You will also work closely with HR Business Partners to drive competency-based HR processes and address feedback/queries. You will be a HR BP to one or more divisions.
**What you will be working on**
- Capability Development: - Undertake reviews to identify competencies for the future, aligned to the Public Service Transformation and WSG strategic thrusts, and develop strategies to build these competencies - Partner with stakeholders (e.g. relevant functional agencies and internal business divisions) to implement relevant competency frameworks to support performance and career development. This includes identifying role profiles and proficiency levels of competencies needed. - Partner with the Learning & Development team in the HR Division to identify, curate and implement relevant training programmes to support capability building - Develop career pathways and career development programmes for officers to acquire and build competencies, and achieve meaningful careers across different job families. This includes managing initiatives such as External Attachment opportunities, Secondment, Structured Job Rotation, STIP, Gig and Career Coaching. - Develop relevant resources, guides and templates for officers, supervisors and HR BPs to implement competency-based HR processes (e.g. guide on how to conduct better competency-based career development conversations) - Keep abreast of capability building and career development best practices including initiatives and offerings at the whole-of-government level - Extract and analyse relevant officer data and capability building efforts for management reporting and decision-making Business Partnering: - Understand the business needs and workforce issues of divisions assigned - Partner HR Functional Leads and divisions to implement HR programmes and services that are critical to the work of the organisation - Provide strategic advisory services and solutions to support divisions’ business and workforce needs - Provide operational support in a spectrum of HR functions such as recruitment, performance management, compensation, benefits, talent management & development and exit of staff
