DESIGNATION : Senior Manager (Human Resource) - Compensation and Benefits
RESPONSIBILITIES
REPORTS TO: Chief People Officer
The incumbent serves as the leader of the Compensation and Benefits (C&B) team for National Gallery Singapore and Singapore Art Museum (SAM) within the Visual Arts Cluster (VAC).
The C&B team strives to maintain a comprehensive and competitive total compensation plan in the VAC.** **They are responsible for providing leadership to the C&B policies and framework, and will be developing C&B policies and framework, handling C&B operations, and supporting related policies & framework for the C&B function in the VAC.
**JOB RESPONSIBILITIES**
- Provides C&B leadership to management and HR colleagues in the VAC.
- Serves as the “Compensation Specialist” for the VAC and oversee payroll and the day-to-day running of pay and performance related functions.
- Partners with internal clients (HR and business leaders) to design and implement compensation, benefits and recognition programs that drive the achievement of business objectives and results.
- Sets up, implements and maintains the Human Resource Management System, and management of external HRIS service vendors to ensure their service delivered on time and at a qualified standard.
- Drives the annual process for performance management, salary review, promotions and performance bonus, with the rest of the HR core team.
- Monitors and evaluates the company’s benefits programs including staff insurance renewals & claims, time off and vacation policies.
- Assists in managing the manpower budget and preparation and management of the audit exercise.
- Performs job evaluations, salary benchmarking and ensure consistency within job families and across job functions in the VAC.
- Reviews, identifies and assesses current and future staff C&B/welfare trends and needs, through market surveys and analysis, employee engagements, and recommends benefits programme to ensure market competitiveness.
- Conducts research on emerging trends and best practices on performance management policies, framework and processes, as well as best practices to understand current job market.
- Drives programme implementation in coordination with other HR colleagues.
- Ensures policies compliance to various employment and other legislations in Singapore.
- Be the guardian of the VAC’s C&B principles and promotes sound practices and decision-making.
QUALIFICATIONS
- At least 8 years of relevant experience in Compensation and Benefits
- A deep understanding of how a complex business environment operates
- High level of analytical skills and details-oriented
- Excellent MS Office skills (MS Excel, MS PowerPoint)
- Ability to translate expertise language into clear and concise non-expert business language
- Ability to anticipate the consequences of decisions on other HR processes and the organisation
- Strong working knowledge of Singapore Employment Act and/or other employment law issues
- Knowledge of payroll software and experience in maintaining employee database
- People-oriented, emotionally intelligent team player with good written and verbal skills
- Positive, resourceful, and driven to succeed
