Singapore CHIP ENG SENG CONSTRUCTION PTE. LTD. Full time

This role reports directly to the the Head (HSSE).

**Requirements (Qualification & Experience)**
- Bachelor’s Degree in Engineering/Health, Safety and Environment and/or WSH Officer registered with MOM.
- At least 10 years’ experience in managing Health, Safety, Security and Environment (“HSSE”) in construction, manufacturing and/or process industry with a minimum of 5 years of managerial experience.
- Responsible for project construction health, safety, security and environment leadership and management from mobilisation through to completion.
- Require good judgement and the ability to render decisions and/or recommendations where HSSE policies and procedures are not clearly defined. Errors in judgement or failure to achieve results would normally have a serious effect on the project HSSE performance.
- Familiar with ISO 14001, ISO 45001 systems and GGBS requirements for project implementation.
- Determined and committed in establishing strong occupational safety and health, security and environmental practices in CES projects.
- Passionate in solving problems, team building, up-to-date in HSSE programs and technologies. Possesses tenacity to commitments and responsibilities.

**Responsibilities for HQ**
- Establish and maintain effective HSSE Management Systems for project execution referencing to local legislation requirements, client HSSE specifications and CES HSSE requirements.
- Develop corporate HSSE Plan, Policies and Standards for CES, including achievable objectives and targets.
- Review with CES Management team the achievements of the organisation in meeting Company HSSE objectives and targets.
- Organise Company-wide promotional campaigns to elevate HSSE awareness and strive towards HSSE excellence.
- Evaluate industry best practices for implementation of such practices into the CES safety culture.
- Ensure incident investigations are correctly conducted, identifying the root causes and ensuring corrective actions are effective.
- Consolidate the HSSE statistics received from each of the CES Operations and analysing those statistics for trends.
- Compile and submit HSSE report including quarterly statistics to CES Management, CES Construction Group and client as required.
- Introduction of Behavioural Safety techniques across the organisation.
- Ensuring HSSE alerts and similar communications are distributed across the organisation.
- Implement CES Corporate HSSE initiatives across the CES Operations.
- Provide HSSE support and input into tender proposals.
- Participate in HSSE awards e.g. WSH Performance, WSH SHARP, bizSAFE, RoSPA, LTA, PUB, BCA and any other national and/or international workplace safety and health awards where applicable.
- Play an actively role in CES’s Crisis Management Team.
- Perform other related duties as assigned or indicated by direct supervisor and CES management.

**Responsibilities for Projects**
- Ensure that the CES’s HSSE Policies and Standards are integrated within Project HSSE Management System.
- Ensure that Clients recognise CES’s commitment to the HSSE policies.
- Ensure Project HSSE Plan and HSSE Management System are properly established and implemented at site.
- Monitor project HSSE performance and make necessary improvement to the project HSSE system.
- Conduct periodic review/audit/surveillance on the Project HSSE Plan, audits findings, incidents, performances and HSSE Management System.
- Evaluate the site personnel’s and vendor’s HSSE performance and motivate/educate them to perform to the best interest of the project and Company reputation.
