The **HSSEQ Manager **is primarily responsible to carry-out gap analysis, formulate policies and procedures for development of the Company in accordance with the latest international and local standards pertaining to Occupational Health, Safety, Environment Protection and Quality that will allow the organization to achieve operational excellence. This position also ensures that the Company and the ships in the fleet always comply with the international and national regulations, audited periodically, hence maintains all business units’ commercial tradability through attaining regular oil-company’s approvals.

Key Responsibilities
- Lead the HSSEQ team and take charge of all occupational health, safety, security, environmental and quality management aspects of the Company;
- Formulate HSSEQ standards and policies;
- Plan, schedule and organise ISM-ISO audits for the Company and ISM-ISPS-MLC-ISO for ships in the fleet;
- Evaluate hazards and assess potential risks to which the Company and the ships are exposed to, conduct risk management by appropriate control measures so that the risk is lowered to reasonably acceptable limits;
- Organise SIRE inspections and enhance good working relationships with oil-majors and terminal vetting teams. First point of contact for all vetting matters and for securing oil-company’s commercial approvals;
- Organise Company internal audits, management review and emergency drills as per yearly schedule;
- Investigate accidents or major-incidents and report to the management with preventive measures
- Analyse records of incidents, near-miss, deficiencies and observations to determine the root-causes and address corrections and preventive actions for avoiding recurrences;
- Study latest conventions, changes in industry practices and keep the Company and ship-staff updated by issuance of relevant information sharing as per circulation procedures;
- Verify requirements and approve supply of ENC, publications for ships, negotiate and approve long term contracts for SSAS or security related services, as required;
- Organise training program for office staff and ship-staff as required for HSSEQ knowledge upgradation;
- Implementation of HSSEQ module in shipmanagement ERP/BASSnet; and
- Any other projects or responsibilities assigned by the top management.

Job Requirements
- Possess Class 1 Professional Certificate of Competency (FG Master Mariner) is a must;
- At least 3 years of relevant work experience in shored-based organisation at managerial level;
- Minimum 2 years of sailing experience on petroleum-tankers (as Chief Officer);
- In-depth knowledge of ship’s navigation and shipboard operations on tanker vessels;
- Good knowledge of SIRE inspections;
- Familiar and have experience on the use of internet data resources;
- Good communication skill, able to interact with different stakeholders;
- Analytical & decisive, able to demonstrate solid problem-solving and decision-making;
- Able to handle work stress and meet project deadlines; and
- Demonstrate professionalism and safe work practices at all times.
