Job position summary
Alternate Designated Person Ashore (Alt. DPA) & Alternate CSO for Tanker and non-Tanker vessels.
This role exists for supporting and, when required, substituting the Designated Person Ashore (DPA) to ensure that all vessels managed by FSMPL comply with the International Safety Management (ISM) Code, applicable maritime regulations, and the company’s safety and environmental protection standards. This role is critical in ensuring the structured implementation of audit, compliance, and communication processes between ship and shore, in line with regulatory requirements and FSMPL's internal safety and quality framework.
Key roles & responsibilities
Meet and maintain company safety and quality standards in vessel operations
- Support the DPA in the development and continual improvement of the Safety Management System (SMS) of the company and in ensuring the effective implementation and ongoing compliance of the SMS in accordance with the ISM Code.
- Coordinate and conduct internal audits, inspections, navigational assessments, and system reviews to verify compliance with SMS and international requirements. Ensure that all required corrective actions are properly completed and closed.
- Support the DPA to monitor and evaluate safety performance, trends, and key performance indicators (KPIs) to ensure industry and international compliance requirements are met and necessary professional certifications are obtained.
- In the absence of the DPA, ensure seamless communication with vessels and continued monitoring of safety and pollution prevention measures, in the absence of the DPA.
Design and implement vessel security strategy
- Supporting the CSO in maintaining and implementing the Ship Security Plan and ensuring ISPS Code compliance across the fleet.
- Assist the CSO to conduct thorough security assessments of vessels and port facilities to identify vulnerabilities and potential threats.
- Collaborate with CSO to implement a security strategy for FSMPL's vessel, including security infrastructure, policy, processes, and training. Review security strategy based on latest industry best practices, technological developments and geopolitical conditions and recommend improvements if appropriate.
Manage risks and develop contingencies
- Support DPA in the identification of potential risks brought about by safety, security, or environmental incidents in vessel operations
- Accountable for driving the prevention of operational risk through effective implementation of policies and processes.
- Assist in designing and implementing a structured contingency manual for heads of departments to handle unforeseen incidents.
- Support the company’s emergency preparedness and response mechanisms, including drills and participation in crisis management.
- Participate in incident, accident, and near-miss investigations, conduct root cause analysis and track corrective/preventive actions for closure.
Drive continuous improvement within the department
- Responsible for implementing and driving continuous improvement initiatives of the company.
- Collaborate with the DPA and employees within the department to identify improvements that can be made to policies, processes, or technological infrastructure.
- Responsible for the implementation of global continuous improvement projects within the department and report progress to DPA.
- Monitor and report improvement in outcomes within the department to DPA.
Oversee day-to-day operations
- Monitor and review major issues of non-compliance surfaced in vessel audits and provide comment and direction to head of department to drive resolution, escalating to DPA if needed
- Derive high level insight from analysis of compliance reports to support policy planning for DPA.
Job experience and qualifications
- Bachelor’s degree or equivalent in Marine Engineering/ Navigation/Internationally recognized shipping degree/qualification
- Hold MEO Class 1 Certificate of competency or Certificate of Competency II/2 (for Master/Chief Officer) or Certificate of Competency III/2 (for Chief Engineer/Second Engineer) under STCW Code
- A minimum of 3 years’ relevant experience as Chief Engineer/Second Engineer or Master/Chief Officer
- A minimum of 7 years’ experience in a shore-based management role with an exceptional performance track record
- Experience in leading audit and compliance exercises on a large scale
- In-depth understanding of the industry regulations and regulations on safety and quality
