[What the role is]

The Civil Aviation Authority of Singapore’s raison d’etre is to develop the air hub and aviation industry in Singapore, expanding Singapore’s links to the rest of the world. We enable opportunities through aviation, making connections, opening doors and enabling choices in people’s lives.

[What you will be working on]

You will assist the Director to drive the development of a vibrant and sustainable aviation industry in Singapore, in particular in the areas of innovation and productivity, manpower skills and capabilities, and the delivery of grants and incentives to support industry efforts to upgrade and enhance capabilities.

This will involve close engagement with other government agencies, trade associations and sector stakeholders to keep a pulse on sector trends, developments and factors influencing the growth of the sector, which will in turn inform the development of strategy plans and action items to support the development of a world-class air hub.

You will engage and establish networks with key industry partners to build up business and operational knowledge in airport operations, ground handling and cargo services, so as to support and resolve where necessary, business and operational issues and roadblocks.

You will play an instrumental role in developing strategies for the attraction, development and retention of manpower for the sector, including developing and reviewing long-term manpower projections and working with schools and Institutes of Higher Learning to build a strong pipeline of local workers for the sector. This will involve working closely with the manpower ministry and other government agencies, as well as the unions.

You will need:
1. Critical analytical skills, with an ability to analyse complex issues from multiple perspectives in a clear and coherent manner.

2. Strong writing, negotiation and communication skills.

3. Good interpersonal skills to forge consensus among different stakeholders, as well as conviction and energy to push boundaries and encourage change

[What we are looking for]
- Trained in any engineering discipline with at least 10 years of related working experience in industry development, business development, project management or related fields. Experience in aviation industry would be advantageous, but is not mandatory.
- Self-motivated, driven, resourceful, a good team player and able to multi-task.
- Excellent verbal communication and interpersonal skills to persuade and build consensus among stakeholders.
- Strong conceptual and analytical skills to develop and execute transformation programmes.
