This is a 1 year contract with one of our leading clients in the Government Sector.

**Roles and Responsibilities**:

- Project Management (Scope, Budget and Schedule) including regular management reporting for maintenance and/or development projects;
- Ensure that projects are executed based on the project plan to meet identified business needs, within agreed parameters of cost, duration and quality;
- Participate and contribute in project activities such as Requirement Gathering, User Acceptance Testing, Training & Implementation
- Review project deliverables. e.g. functional specifications, system test plan and results, user guide, operations manual;
- Assess service requests for enhancements and maintenance of systems;
- Ensure Service Level Agreements for projects and incidents are met;
- Identify potential project risks and its implication to the organisation and to recommend mitigating measures to manage the risks;
- Understand the IT management policy, quality management policy and security guidelines to ensure the development and maintenance processes, procedures and system are designed to comply with these policies and guidelines;
- Manage third party contracts, ensure all contractual terms and conditions have been adhered to by vendors;
- Manage and execute the procurement of IT systems/services in a timely manner;
- Perform Invitation to Tender (ITT)/Request for Proposal (RFP) from end-to-end, including evaluating vendors’ proposal, assessing suitability;
- Track closely on Ministry level initiatives and be responsible for reporting status to management level

**Educational and Professional Qualifications**:

- Degree/Diploma in Computer/Computer Science or Information Technology or equivalent is preferred
- Project Management Certification or equivalent, such as PMP, CITPM, COMIT is preferred

**Skills and Experience**:

- Hands-on experience as Project Manager in managing at least 2 full project development life cycle, with Agile and/or DevOps environment
- Hands-on experience in managing at least 2 third party contracts and vendors
- Familiarity with governance and adoption for enterprise IT environments
- Working experience in government environment and familiarity with government IT Governance will be an added advantage
- Strong analytical, conceptualisation and problem-solving skills
- Ability to take a broad, strategic perspective as well as drill deep to understand business needs and challenges
- Results and customer oriented
- Team player with strong organization and people handling skills
- Able to work with mínimal supervision or independently and be resourceful to gather information
- Able to present and share new ideas or information with fellow colleagues or management committee
- Excellent communication skills, both oral and written, with the ability to pitch ideas and influence stakeholders
- Advantageous to have experience in the following areas:

- DevOps or DevSecOps
- Agile or Scrum methodology
- Government procurement processes
- Government IM8 policies
