- The
- **Programme Officer **(PO) to work with the CEO and
- **SMART Ocean-SMART Industries **(SO-SI) Working Group (WG) to develop and implement the
- **WOC SO-SI Programme **(see attached powerpoint and below for a brief description of the SO-SI Programme).-
The successful applicant would:
- be directly employed by SSL through its Sustainable Development (SD) department based here in Singapore time zone, or via a suitable local entity in the country of residence of the applicant, if this can be arranged;
- be seconded to work 100% for WOC as SO-SI PO, reporting directly to the CEO of the WOC (based in Hawai’i and/or Barcelona), and working closely with the (global) SO-SI Working Group;
- report indirectly to the SSL General Manager for Sustainable Development in Singapore for all operational support issues.

**Position Duration**:Three years initially.**Start Date**:As soon as possible.**Location**:The SO-SI Programme Officer would work primarily from their own home office,Some company-funded travel may be required to attend WOC, SO-SI or industry events or to enable face to face contact with SO-SI participants.The global spread of partners to the SO-SI Programme

**Overall Goals**

- The SO-SI Programme Officer will work with the WOC CEO and the SO-SI WG to:
- Develop the overall SO-SI coordinating/clearinghouse mechanism that will foster and facilitate the involvement of a much broader number of industry vessels and platforms in the programme.
- Assist interested companies in getting involved in collecting and sharing data.
- Develop proposals and funding streams to obtain the resources needed to develop, scale up and implement the programme.
- Develop pilot, demonstration projects focused on information gathering needs and opportunities in priority areas.
- Implement the SO-SI Programme Activities, as outlined below.
- Provide secretariat support to the SO-SI WG.

**SO-SI Programme Activities**

- The SO-SI Programme Officer will work with the WOC CEO and the SO-SI WG to:
(a) Develop a network and knowledge base on ocean industry data collection and sharing.- Develop a database of:

- Existing and planned ocean industry meteorological and oceanic (MetOcean) data collection and sharing programmes;
- Companies, vessels, platforms, etc. involved in observations and data-sharing;
- Academic and research institutions, and national and inter-governmental agencies involved in voluntary observation and MetOcean data-sharing programmes;
- Companies, agencies, and institutions providing the technology, instrumentation, communication, and expertise for ocean industry MetOcean data collection and sharing.
- Collect and disseminate knowledge on ocean industry data collection and sharing:

- Contact and gather information from and for industry, science, academic and government parties involved in ocean industry MetOcean data collecting and sharing efforts on best practices, barriers, priorities, etc. This will include managing / mitigating any IP rights and privacy issues and concerns to optimise delivery of shared data and the programmes desired outcomes;
- Distill and disseminate information on the business value of voluntary data collection, and guidance and best practices based on existing experience in ocean industry data collecting and sharing;
- Develop and disseminate a ‘menu’ and analysis of MetOcean data collecting and sharing technology, methods, protocols, costs, and operations/maintenance considerations;
- Some administrative level analyses of raw data may be required, but detailed scientific analysis and drawing of conclusions will remain the responsibility of the relevant scientific, academic and government parties.

(b) Develop SO-SI programme demonstration projects.- Identify demonstration areas for testing and developing the SO-SI programme;
- Organize workshops on ocean industry data collection and sharing for the pilot area to bring together companies, agencies, academic institutions, and researchers;
- Develop the scope and specific project for demonstration areas, e.g. companies, parameters, science partners, etc..

(c) Increase the number of industry vessels and platforms and the range of companies and sectors collecting and sharing MetOcean data.- Establish the WOC capacity, structure and process to foster, facilitate and coordinate ocean industry collection and sharing of MetOcean data by:

- Identifying and contacting:

- Companies already involved in ocean industry data collection and sharing to develop plans for expanding number of vessels and platforms participating;
- Developing and testing the clearinghouse/brokering function for coordinating industry interest and ability to collect data with science community needs for data;
