Skills/Abilities: Have successfully completed a course in relation to WSH officer; and familiar with relevant laws (eg MOM, NEA, SCDF etc)

**B. Job Summary**

As a member of the HSE executive team, the job holder will be responsible to promote health, safety, environment and security activities in the plant, and ensure that health, safety, environment & security programs are coordinated and implemented on the required standards in a cost effective manner.

**C. Job Descriptions**

The HSE Officer is responsible for the following:
1. Being a registered MOM Workplace Safety & Health Officer / Fire Safety Manager, to provide professional advice to the manager in matters relating to the role defined by the applicable regulatory body.

2. To act as Workplace Safety & Health Officer in accordance to duties set forth in the Workplace Safety & Health Act and Fire Safety Manager in accordance to duties set forth in the Fire Safety Act (if required).

3. To act as a license holder for Petroleum & Flammable Materials License and Hazardous Substance License, if required and to discharge duties as specified for holders of such licenses.

4. To assist in execution of site Safety Management System in the plant.

5. To organize health, safety & environment promotion, occupational health program and/educational activities in accordance to activities plan to members to raise safety awareness.

6. To monitor and check that results of Health, Safety and Environment monitoring are in compliance to company rules and government regulations.

7. To plan, coordinate (both internal and external parties) and execute company-wide emergency drills in accordance to company rules and government legislations.

8. To coordinate and implement safety programs during plant commissioning, start-up, shutdown and modification.
- Safety Briefing of contractors during SDM.
- Joint plant safety inspection together with contractors.
- Safety Promotions such as banners, safety signboards, etc.
- Management of contractors on site

9. To support plant in the following areas.
- To conduct daily plant inspection and provide feedback to operations members.
- To attend toolbox meeting and provide update on HSE matters to operations members.
- To conduct loss control talk.
- To conduct routine check on contractors. For e.g.: Permit to work, site safety compliance.
- To conduct investigation meetings when there is industrial accident on site.
- To attend meeting on contractors’ work on site.
- To ensure fire protection, safety and emergency equipment are inspected in accordance to plan schedule and maintained in operational condition.
- To conduct PPE demonstration for new employees.
- To ensure daily update of safe man-hours for employees and contractors.

10. To prepare monthly report to NEA on the performance of incinerator, hot oil heater, result of watercourse, Nox and Sox

11. To conduct Contractors Safety Induction and ensure contractor/sub-contractors comply with the safety procedures.

12. To coordinate / conduct safety training or refresher to personnel in accordance to training plan.

13. To conduct periodic audits to determine whether employees and / or contractors understand and adhere to health, safety and environment procedures.

14. To review jointly with HSE team members and operations members in term of adequacy and compliance of PPE on site.

15. To perform as a safety advisory role to the operations team members.

16. To participate in risk assessment of activities being carried out in the plant and to provide inputs to mitigate risks.

17. To manage first-aid room facilities and also ensure first-aid medicine are properly administer on site, if required.

18. To attend Workplace Safety & Health Committee meeting and acts as a secretary.

19. To oversee plant security and enforce compliance to security protocol, if required.

20. To observe health and safety rules and regulations at work at all times in accordance with company set standards.

21. Maintain confidentiality of all correspondence and assignment.

22. Business transactions and communication with other parties to be conducted in a professional manner.

23. Execute, implement and support the implemented IMS systems and processes according to the applicable standards’ requirements ie: ISO 45001 safety management systems, ISO 14001 environmental management systems, ISO 9001 qu
