DESIGNATION : Senior Social Worker
RESPONSIBILITIES
The Senior Social Worker plays an important role in supporting the smooth functioning and high-quality service delivery of the National Anti-Violence Helpline (NAVH). He/She will be responsible for operational oversight, second-layer case triaging, critical case follow-ups, and providing guidance and supervision to a team of Duty officers and operational leads. The role also extends to practice leadership in casework, group work, community development, stakeholder engagement, and programme delivery.
The role requires intermediate competency in a broad range of social work domains, with a strong emphasis on collaborative practice, emergency response, and excellent service delivery
**Operational Management & Case Oversight**
- Conduct daily operational and weekly check-ins on case intake and case statuses, ensuring service responsiveness and workload balance
- Ensure operational readiness and functions - ensure sufficient manpower for day to day operation, infrastructure is at optimal functioning status
- Provide second-layer concurrence on preliminary case outcomes to ensure clinical soundness and alignment with assessment protocols
- Lead P5 (Priority 5-Minute) triaging for high-risk and time-sensitive cases to ensure urgent and appropriate interventions are activated
- Support mailbox management, ensuring timely handling of referrals, escalations, and queries
- Follow up on critical and urgent referrals including ERP instructions, MP appeals, and QSM cases
- Review cases and provide clear, timely case directions and assessment outcomes in accordance with the NAVH's 2-4-6 service timeline to minimise delays and lapses
- Participate in inter-agency case discussions with MSF (e.g., CPS/APS) and support triage for escalation and IPE (Immediate Protective Environment)
- Maintain oversight and enforcement of SOPs, workflows, and quality and process (QP) standards, ensuring consistent service delivery aligned with organisational and sector guidelines
**Supervision & Team Leadership**
- Supervise, guide, and mentor Officers and Ops Leads to uphold professional standards and trauma-informed, person-centred practices
- Monitor team adherence to case timelines and reporting requirements, conducting spot checks and regular audits where necessary
- Foster a learning and feedback culture, and support reflective practice and peer learning sessions
- Provide supervision support to volunteers and placement students, and assist in developing onboarding or training content
**Stakeholder Engagement**
- Build and sustain strong working relationships with key internal and external stakeholders, including NAVH officers, MSF (e.g., CPS/APS), law enforcement, healthcare institutions, community partners, and grassroots organisations
- Represent NAVH in multi-agency case discussions, and inter-agency triage
- Facilitate cross-sector collaboration by promoting a shared understanding of roles, responsibilities, and expectations in protection work
- Collaborate with stakeholders to develop coordinated care plans for complex or high-risk cases, ensuring wraparound support for affected individuals and families
- Serve as a point-of-escalation and consultative resource for both internal teams and external partners, providing practice guidance and direction on difficult cases
QUALIFICATIONS
- Possess Degree in Social Work or Degree with a Graduate Diploma in Social Work from an accredited institution
**Relevant Experience**
- Prior experience as a social worker would be an advantage
- Accredited as Registered Social Worker with Singapore Association of Social Workers would be an advantage
