This includes access to health care and nutrition, protection from harm and a sense of security, opportunities for early learning, and responsive caregiving, in line with UN Sustainable Development Goals 3 and 4. A good start also requires maternal health during childbirth, pregnancy and postnatal period.

TF collaborates with partner organisations to extend grants to catalyse innovate solutions development or to advance the ecosystem for maternal and child health (MCH). Supported programmes should be outcomes-oriented and able to achieve impact at scale.

**Responsibilities**

Reporting to Head (Health & Well-being), the Associate Director (Programmes) is responsible for the following

**Key Responsibilities**
- Help manage Temasek Foundation’s health and well-being portfolio, covering maternal and child health, seniors’ health, and mental health in Singapore and Southeast Asia.
- Develop and refine strategies, frameworks, and roadmaps that guide the Foundation’s work in these focus areas, ensuring alignment with our mission and long-term goals.
- Identify emerging trends, challenges, and opportunities in the health landscape; catalyse innovative partnerships and solutions that can be piloted, evaluated, and scaled.
- Engage with a wide range of stakeholders — including WHO, UNICEF, health ministries, academic institutions, and civil society — to co-develop impactful programmes.
- Oversee programme implementation, monitoring, and evaluation to ensure that initiatives deliver measurable impact and learning.
- Provide thought leadership in key domains of health and well-being; represent the Foundation in forums and networks to share insights and amplify impact.
- Mentor and lead programme managers to foster a high-performing, collaborative team culture.
- Work across teams within Temasek Foundation to identify cross-sector opportunities and integrated approaches to grant-making.

**Qualifications**
- At least 12-15 years of leadership experience and a Master’s degree in a health-related field (eg. public or global health, healthcare systems, with domain expertise in at least one of the Foundation’s priority areas (e.g. MCH, ageing, mental health).
- A strategic thinker with a strong track record in designing and delivering high-impact programmes, ideally across both local and regional contexts.
- Excellent stakeholder management skills and the ability to convene and influence across sectors and cultures.
- Strong verbal and written communication skills, with the ability to articulate complex ideas clearly and compellingly.
- Demonstrated experience with programme monitoring, evaluation, and adaptive learning.
- Familiarity with the Southeast Asian context and a passion for driving change at the systems level.
