Financial Crime Compliance aligns current activities within Global Risk and helps to build these into a more integrated framework to conduct Customer Due Diligence which enables HSBC to manage financial crime risk more effectively. It builds stronger controls to improve the way Financial Crime Compliance risks are managed in order to spot gaps as well as trends so that the team can take action. It proactively gathers and analyses financial intelligence in a smart way so that suspicious transactions, activities or connections can be identified and we can adequately protect our customers from the threat of financial crime.
We are currently seeking a high calibre professional to join our team as a **Head of Sanctions.**
**Principal Responsibilities**
The Compliance function is a Second line of defence (LOD) function, responsible for reviewing and challenging the activities of the Group’s businesses (also referred to as “the First LOD”) to ensure that they effectively manage as “Risk Owners” the risks inherent in or arising from the conduct of their activities and for which they are responsible. The Second LOD consists of 'Risk Stewards' who are independent of the commercial risk-taking activities undertaken by the First LOD. The Compliance function is a Risk Steward for a number of non-financial risks in accordance with HSBC Group’s risk framework.
The Head of Sanctions is responsible to ensure Singapore manages the Compliance risks that it faces. The role holder is the senior leadership role focused on and responsible for ensuring that Singapore operations are effective in countering the risk that might be used or targeted for financial crime activities. The role is a key risk management role with a broad remit and responsibilities including:
- Accountable for implementing policy for the Sanctions framework to meet requirements and legislation in Singapore
- Accountable for implementing the Bank’s strategy, policy and standards, controls, systems and policies are being implemented at the regional level
- Act as the Risk Steward providing advice to the Global business and functions
- Responsible for providing independent review and challenge the activities of the 1LOD to have met the standard of risk management and risk reporting
- Responsible for advising and guiding in setting risk appetite; providing policy guidance, definition; and performing oversight activities
- Review policy dispensation requests from country/region
- To provide strategic direction and guidance to Sanctions related issues including the development and implementation of a robust risk management framework
Requirements
- Seasoned professional with experience in Compliance and Sanctions roles
- Significant leadership experience and an experienced strategic thinker
- Excellent communication and inter-personal skills, with experience of dealing with executives at all levels
- Ability to develop practical, cost-effective solutions to complex global issues
- Legal or formal accountancy qualification or professional background related to risk or audit discipline
