Role Description

This position is located in our Singapore office and has responsibility to lead and manage the FNZ Singapore Risk and Compliance function. The incumbent must manage the day-to-day Risk and Compliance activities of the Singapore business with the objective of ensuring that Risk and Compliance arrangements are run in an efficient, effective and consistent manner.

Key responsibilities will primarily be focused on supporting the business in its immediate and ongoing regulatory requirements and obligations, this includes our regulatory licensing obligations (including [retail operations], broker, custodian and clearing services]), as well as assisting with other regulatory and compliance matters. The role will require the provision of compliance advice around these business initiatives and engagements, as well as undertaking monitoring and oversight to ensure appropriate compliance risk management practices are adopted and implemented. The role will also be required to lead the embedding of the risk management framework across Asia.

The Head of Risk & Compliance (Singapore) will be part of the Asia-Pacific Risk and Compliance team, (which is part of the wider Group Risk and Compliance Function) and will report to APAC CRO and globally to ensure both regional and global accountabilities are met. The role has intensive stakeholder engagement both within the business and externally.

Specific Role Responsibilities
- Primary focus on the management and maintenance of our regulatory obligations in Singapore and associated compliance programme. This includes FNZ’s obligations in relation to [retail], broking, custody, and clearing services as well as Anti-Money Laundering and Counter-Terrorist Financing, and Data Protection and Privacy laws.
- Work with FNZ senior management, Boards and committees to implement and maintain a robust 3 lines of defence model, including fit-for-purpose first line of defence risk management capabilities.
- Oversight of engagement with regulators including the Monetary Authority of Singapore and other regulatory stakeholders to ensure FNZ is well represented and the relationship with regulators is positive and mutually beneficial.
- Analyse new legislation, determine the impact on FNZ and its customers and liaise with business partners to ensure successful implementation,
- Develop and implement relevant control frameworks to address regulatory and other change requirements.
- Manage the implementation/embedding of the, policies and procedures, of the Global Risk and Controls Framework for the region;
- Oversight of compliance with Privacy and Data Protection laws including Privacy Impact Assessments;
- Oversight of AML/CTF onboarding and ongoing compliance;
- Conduct Risk assessments and evaluation, across the business and ensure mitigating actions are in place; Provision of Risk and Compliance reporting in line with Global standards, tailored as appropriated for the internal and external audience. This includes participation and engagement with FNZ’s regional board and its members (executive and non-executive).
- Governance including management of local management risk and compliance committees and reporting to the board as required.
- Management of local requirements of non statutory audits e.g. ISAE/OSPAR controls audit.
- Development and Management of the Singapore Annual Compliance Monitoring Plan;
- Manage emerging risks with business owners;
- Assist in the promotion of a positive risk culture throughout the businesses.
- Providing support, education and training to staff to support a positive Risk culture, and a Compliance culture and awareness within the organization.

Experience Required

This role requires strong Risk and Compliance experience in a management capacity. The following professional and functional qualities are also highly desirable for prospective applicants:

- Experience in a corporate/commercial/finance, consulting or investment banking background essential;
- Financial services experience particularly in regulated firms
- Passion for process, policy and the ability to ensure high attention to detail in risk and compliance matters.
