**BACKGROUND**:
The World Food Programme (WFP) is the world's largest humanitarian agency, fighting hunger worldwide. The Research, Assessment and Monitoring (RAM) is a division in the Programme and Policy Development (PD) Department incorporating VAM, research and monitoring to support policy and strategic development. These critical services provide the foundation for effective programme implementation, from targeting vulnerable locations, identifying trends in poverty and food insecurity, assessing the impact of food assistance, to enabling mid-course adjustments through data monitoring. The mission of RAM is: “To provide credible, relevant and timely evidence for strategic and operational decision-making, resource mobilization and accountability to beneficiaries.”

RAM’s Field Monitoring Team was set up in 2019 with the aim to deliver smart and innovative learning solutions for VAM and field monitoring staff.

**ACCOUNTABILITIES / RESPONSIBILTIES**:
Under the guidance of the Head of RAM-M and in consultation with the RAM-M HQ team, the Information Management Specialist will conceptualize and lead efforts to streamline monitoring data processes and analysis under Workstream two “Data Systems and Analysis” of the Field Monitoring unit. Expected tasks and deliverables are as follows:
**Area 1: Data collection tools**:
As part of the new Cooperate Results Framework (CRF), lead the standardization of key data collection modules for corporate and new indicators, creation of analytical scripts for processing/visualization of results and integration of monitoring data in RAM platforms for storage and access.
- In consultation with RAM-M team, identify key questionnaires and indicator modules for standardisation and integration in the RAM managed Codebook, and in WFP tools such as the Survey Designer; assure alignment with the Normative Monitoring Framework and integration of new CRF indicators;
- Assist with the review of new monitoring indicator methodologies, to ensure that the data collection and analysis methods are sound and appropriate;
- Present finalized content of key indicator modules at the Codebook Governance service meetings.

**Area 2: Monitoring system and data platform**:
Support the storage and integration of monitoring data into existing RAM platforms (e.g., Data Library), more specifically:

- Advise on the use of technologies (Tableau Prep, Tableau Desktop, Tableau Server, APIs and Microsoft Flow, aligned with HQ RAM analysis initiatives) to enhance monitoring data pipelines (from data to information products); and
- Create and revise analytical scripts in R, SPSS and STATA in the RAM Resource Center to calculate, report on and visualize key indicators based on finalized indicator modules.

**Area 3: Monitoring analysis and support**:
In consultation with the RAM-M team, assess and define business requirements to enhance outcome monitoring data analysis, including:

- Undertake relevant analysis of global output, outcome and food security data;
- Liaise on behalf of RAM-M with RAM data integration initiatives (i.e., Data Bridges, HungerMap LIVE) to ensure availability/use of monitoring data; and
- Support RBs and COs in implementing the use of RAM’s data evidence generating engines (e.g., Survey Designer, Data Library) across the evidence value chain, through developing ‘how to’ guides/tutorials and example datasets and facilitating trainings.

**DELIVERABLES AT THE END OF THE ASSIGNMENT**:
The key outputs of the consultant are expected to be:

- Inception report to define project plan, including key milestones and detailed timeline;
- Integration of reviewed CRF indicator modules in the Codebook and Survey Designer;
- Standardized scripts for monitoring indicators and analysis in a shared space;
- Summary of proposed requirements to enhance RAM data evidence generation engines, feeding into the roll out of a corporate evidence generation action plan;
- Development of training guidance; and
- Analysis report and presentation summarizing key results of the global output, outcome and food security data analysis.

**QUALIFICATIONS AND EXPERIENCE REQUIRED**:
**Education**:
Advanced University degree in social sciences, statistics, development economics, performance management, monitoring and evaluation or other related fields, or University degree with additional years of relevant work experience and/or training courses.
