Deputy Director, Operations

You will serve as the deputy to the Director of the Department of Correctional Health and Director of Strategic Operations on all corporate current and future plans, providing the overall strategic and operational management direction as well as leadership for operational and support services required in the management of the CGH contract with Singapore Prison Service (SPS).

You will provide leadership to the Operations team, ensuring smooth day-to-day on-site operations on a 24/7 basis. You will also interface on a daily basis with government/regulatory agencies, external vendors and stakeholders and all other public healthcare institutions (PHIs) to ensure operations for seamless delivery of clinical care in SPS institutions, as well as all their external medical consultations outside of SPS. You will also oversee national-level forward planning of transformational and developmental efforts for the Correctional Health domain in Singapore.

**Responsibilities**:
Corporate Role
- Management of all contract requirements to ensure that service levels are adequately met and contractual obligations are satisfactorily discharged
- Interface with external entities such as the Singapore Prison Service (SPS), the Ministry of Home Affairs (MHA), the Ministry of Health (MOH), and other relevant healthcare entities
- Manage and coordinate manpower requirements with the support of HR departments of Changi General Hospital (CGH) and SingHealth Polyclinics (SHP) as well as manage other sources of manpower such as locum staff and purchased manpower
- Manage the financial accounts of the Department together with the support of CGH Finance department

Current Operations Role
- Oversee daily clinical operations of the on-site clinics, workflow interfaces with public healthcare institutions (PHIs), and initial investigations and management of Serious Reportable Events (SREs)
- On-site clinical operations include primary care, inpatient care, dental care, pharmacy, radiography, physiotherapy, dialysis and rostered specialist services.
- Manage and coordinate procurement and logistics support to on-site services supported by supply chain management team and other vendors
- Workflow interfaces with PHIs include referrals to the Accident & Emergency departments, specialist outpatient clinic appointments, referrals and surgical procedures, and the post-release continuity of care for patients

Future Plans Role
- Assist the Head, Department of Correctional Health to design and implement systemic transformation and developments in the field of correctional healthcare in alignment with the strategic vision of SPS, MHA and MOH for the ten-year strategic collaboration
- Domains to be developed include: integrated end-to-end models of care, evidence-based clinical protocols, streamlined patient workflows, integration of new technology, system-level data analytics, quality assurance and improvement processes, and competency development of staff in the domain of correctional healthcare.

**Job Requirements**
- Minimum 12 years of relevant work experience with at least 6 years of managerial / supervisory experience
- Proven track record in a fast-paced, results driven and dynamic environment with multiple stakeholders
- Experience in strategic planning for a fast-paced organisation
- Good financial literacy
- Strong leadership with good financial literacy & excellent interpersonal / communication skills
- Good command of spoken and written English
- Be fully vaccinated with COVID-19 vaccines
