We are looking for an experienced individual who is familiar with ICT Policy and Governance

The team is responsible for providing the ICT Infrastructure where the whole government will rely on for its digitalization effort and smart nation initiatives. The infrastructure layer covers the Data Centres (DC), networks, cloud and endpoints. The modernisation of the infrastructure and related services are underway and further efforts will be required to drive the adoption of advanced technologies to bring greater value to the country.

This Senior ICT & Smart Systems (ICT&SS) Policy Specialist is responsible for establishing, implementing, and monitoring ICT&SS governance frameworks, policies, and compliance standards to ensure alignment with business objectives and regulatory requirements. The role ensures effective IT risk management, compliance, and strategic alignment of IT operations with corporate governance standards to establish a highly resilient and secured hosting environment for the whole-of-Government’s ICT&SS services.

**A brief summary of your job responsibility**:
**ICT&SS Governance & Compliance**
- Develop, implement, and maintain ICT&SS governance frameworks, policies, and procedures.
- Ensure ICT&SS compliance with internal policies such as Government Instruction Manuals (IMs), regulatory requirements, and international standards
- Establish and oversee IT risk management strategies and controls.
- Propose improvements as part of reviewing the effectiveness of developed ICT&SS policies within the specific domains, to uplift the Government's use of technology in ICT&SS implementation
- Monitor and report on ICT&SS governance performance metrics and compliance levels.

**Strategy & Alignment**
- Align ICT&SS governance initiatives with business goals and strategies.
- Collaborate with senior management to ensure ICT&SS governance supports corporate objectives.
- Provide expert advice on IT&SS governance, cybersecurity, and digital transformation strategies.
- Ensure appropriate ICT&SS frameworks are in place to support innovation and digital growth.

**Audit Management**
- Lead on periodic ICT&SS audits and ensure findings are addressed in a timely manner.
- Act as the point of contact for internal and external ICT&SS audits and regulatory reviews.
- To navigate challenging or contentious audit observations and explaining them to auditees.
- Distil and consolidate auditing experience and best practices observed in audit engagements.

**Risk Management & Security**
- Identify, assess, and mitigate ICT risks, ensuring business continuity.
- Develop and implement IT security policies and procedures to safeguard digital assets.
- Ensure incident response and disaster recovery plans are in place and regularly tested.
- Work with cybersecurity teams to enhance IT security posture and regulatory compliance.

**Stakeholder Management & Reporting**
- Engage with key stakeholders to communicate ICT&SS governance objectives and initiatives.
- Prepare and present reports on IT governance, risks, and compliance to executive management.
- Develop communication plans for policy awareness and familiarisation.
- Design and develop training, briefing materials and other related materials for specific ICT&SS policy domain

**Requirements**:
**To succeed in this role, you will ideally have**:

- Professional certifications such as ITIL or COBIT preferred.
- 8+ years of experience in ICT governance, risk, compliance, or related fields.
- Strong knowledge of ICT&SS regulatory frameworks, governance best practices, and security standards.
- Experience with enterprise IT risk management and compliance reporting.
- Strong analytical, communication, and leadership skills.
- Deep understanding of IT&SS governance frameworks (ITIL or COBIT).
- Strong problem-solving skills and decision-making capabilities.
- Ability to influence and communicate effectively with senior stakeholders.
- Knowledge of cybersecurity principles and risk management methodologies.
- Ability to manage multiple projects and priorities effectively.
