ROLES&RESPONSIBILITIES

1) Meeting Client’s and Commissioning Manager’s Expectation & Drive Results from Mechanical site Commissioning Team
- Understand client’s needs in detail and work closely with Client to address issues
- Taking direction from Commissioning Manager and meeting work expectation.
- Able to identify critical activities and meet deadlines for all deliverables
- Able to demonstrate leadership in managing, guiding and driving results from his/her Commissioning Team
- Have a systematic approach and ability to strategize plans to meet deliverables deadlines
- Provide progress updates and proactively highlight matters that impede progress

2) Technical & Engineering Management
- Provide technical advice and solutions to the Client, giving them confidence and a sense of dependability from Rotary
- Co-ordinate with Clients Team (or Discipline Leads) to address any technical or engineering issues at the plant
- Able to anticipate potential technical issues or challenges
- Close out and resolve all technical issues

3) Client Management & Coordination
- Attend all Client meetings
- Attend Daily Coordination meetings with Client’s Team/Discipline Leads for smooth execution of works
- Identify and resolve operational problems and minimize delays
- Co-ordinate with Clients’ Team/Discipline Leads to address technical and commercial issues at the plant

4) HSE Management and Coordination with Client’s HSSE
- Demonstrate Commitment to HSSE and care for people
- coordination with HSE Lead & coordinators to follow training matrix as per Client’s requirement
- Arrange regular review on the training results to analyse and recommend new ideas or initiatives
- Liaise with Client’s representative on work matters and permit to work issues
- Liaise with site HSE personnel to ensure corporate and Client’s policies, practices and procedures are met
- Enforce HSE rules and regulation to ensure workers comply strictly
- Attend HSE Meetings & walk down with Client
- Participate in daily tool box meeting and be involve in the TRA briefing for individual work crew
- Ensure the PTW systems are followed and are meeting daily work plans/targets

5) Quality Management and Coordination with Client’s Com Team
- Ensure that Client’s quality specifications are constantly met
- Instil ownership priority & timely manner of culture to work safe and achieve higher quality yield
- Review with QC lead to set up the Quality Training and follow through the schedule
- Arrange regular review on the training results to analyse and recommend new ideas or initiatives
- Ensure all Tools and Test Equipment are prepared and ready to use prior to starting of task activities
- Manage the Commissioning schedule and completion of all activities according to plan
- Attend Major Client’s walk down for handover of individual systems

6) Procurement & Coordination with Procurement Department
- Follow up with Client on free issue tools or equipment to ensure equipment or system are ready for commissioning as per schedule
- Follow up with procurement for the material/resource delivery/arrival to be on time
- Regularly review any open PRs/POs to make strategic decisions
- To record and highlight to Client of any potential delays expected

7) Resource Planning, Management & Execution
- Keep Manpower requirement / Loading plan updated and look ahead for the manpower arrangement for mechanical work required for commission scope of work.
- Supervise and track project expenses are within budget
- Review and monitor Commissioning activity schedule
- Set the Commissioning Project PI prior to starting of work for major activities, collecting the actual data to analysis and adjust the work to achieve more effective project set PIs.
- Ensure Mechanical to set the DWI for the individual Supervisors and check that the DWI has been reported daily prior to closing of the day’s work activities.

8) Training Plan
- Ensure monthly training scheduled are strictly follow up and a record has been updated and submitted to Management and to the Client
- Ensure a Training Schedule is developed to have all Indirect and Direct Working crew attend and complete specific trainings required of their job scopes and positions e.g. LOTO/PTW/Flange Management/Safety Inductions etc.
- Understand the latest Government updates, MOM updated bulletin, as per the sector required updated training
- Review the training presentation prior to roll out of internal training

9) Commissioning Equipment & Tools Monitoring
- Prepare and follow through the Equipment & Tool Allocation Plan to ensure all crew have the required tools
- Implement ONTrack system for the Tools/Equipment management
- Looking for new tools and equipment to improve our productivity, put up the recommendation and arrange discussion for future action.
