**JOB OPPORTUNITY: One Health Project Officer - Singapore**:
**POSITION TITLE**: One Health Project Officer

**TERMS OF REFERENCE**:
**I. Background**:
The ASEAN Centre for Biodiversity (ACB) signed a partnership with the Food and Agriculture Organization-Regional Office for Asia and the Pacific (FAO-RAP) to implement the Mainstreaming biodiversity into One Health capacity-development project. The ACB in its current work under mainstreaming biodiversity into the health sector seeks to strengthen the biodiversity considerations in the One Health approach aimed to protect the environment, build resilience and prevent future pandemics as a response to the ASEAN Comprehensive Recovery Framework. ACB’s engagement with FAO will contribute to their Organizational Strategic Framework under Better Health and Programme Priority Area BP3 One Health and Better Environment, and Programme Priority Area BE3 - Biodiversity and ecosystem services for food and agriculture.

In particular, the ACB will coordinate and facilitate the engagement of the ministries of natural resource management, forestry and wildlife of the ASEAN Member States (AMS) in One Health capacity building programming at the national level to support the enhancement of the capacity development interventions to prevent the spill-over and emergence of infectious zoonotic pathogens at source and protect biodiversity, ecosystems and natural resources from anthropogenic drivers of degradation.

Broadly, the objectives of the project are:

- Participate in the review and support the implementation of the Natural Resource and Environment Professional In-Service Field Training Program for Wildlife, Ecosystems, Biodiversity & Environment (FTP-WEBE) for the possible adoption of the ASEAN Member States;
- Provide inputs on FTP-WEBE resource materials to ensure the training is regionally relevant and addresses challenges and gaps in the ASEAN region;
- Support a regional needs assessment by participating in the pilot-testing (Thailand and Indonesia) and leading the roll out in remaining ASEAN Member States of the One Health Environment Sector Needs Assessment Tool to benchmark institutional and individual country capacity in AMS; and
- Build and strengthen the capacity of natural resource management, forestry and wildlife professionals to engage in One Health programming and support One Health policy by promoting interoperable, flexible, and administratively enduring links with public health and animal health sectors through a One Health approach.

**II. Objective**:
With the guidance of the project management team, the main objective of this engagement is to designate a One Health Project Officer to specific AMS such as: 1) Brunei Darussalam, 2) Cambodia, 3) Lao People’s Democratic Republic, 4) Myanmar, 5) Malaysia, 6) Philippines, 7) Singapore, and 8) Viet Nam. These One Health Project Officers will assist in the coordination and implementation of the various project activities with the relevant national ministries in terms of wildlife, ecosystem and biodiversity and its interlinkages with One Health.

**III. Scope of Services**:
Under the supervision of the Head of Programme Development and Implementation (PDI) Unit, the One Health Project Officer shall have the following duties and responsibilities:

- Provision of technical inputs in the preparation of a Two-Year Regional Implementation Plan that will guide the initial ACB coordination role in enabling and engaging the ASEAN Member States and relevant ASEAN bodies within the ASEAN to participate in the FTP-WEBE Program;
- Assistance in organising and coordinating activities in the country of assignment relevant for the roll-out of the Environment Sector Needs Assessment Tool, collect information needed for the Final Report on ASEAN Country / Regional needs, and the Two-year Regional Implementation Plan;
- Active participation in the meetings with other relevant ASEAN bodies to facilitate further One Health programming and coordination among countries and across sectors and to explore an interoperable, flexible, and administratively enduring One Health training approach in the region, inclusive of professionals from the environment, animal health, and public health sectors; and
- Provision of inputs to the Project Final Report.

**IV. Expected Outputs/Deliverables**:
The expected outputs are:

- Consolidated inputs from country of assignment for the Two-Year Regional Implementation Plan;
- Progress report on the participation and assistance in organising/coordinating various activities relevant for the roll-out of the Environment Sector Needs Assessment Tool; and consolidated information needed for the Final Report on ASEAN Country / Regional needs, and the Two-year Regional Implementation Plan;
- Inputs to the meeting report with relevant ASEAN bodies; and
