[What the role is]

You will be managing the Contract, Finance & Project team in the Building and Facilities Maintenance (BFM) group. You will lead, plan, formulate and manage various facilities maintenance projects and contract obligations that includes budget and administrative functions to support the development of NLB’s objectives and goals.

**[What you will be working on]**
- Oversee the management of the contract, project, and finance & administrative functions for the building and facilities maintenance team.
- Manage and administer contractual obligations and service standards; ensure adequacy of tender specifications for maintenance and improvement works contracts, ensure maintenance, WSH and sustainability standards and schedule of works are performed in accordance to the terms of the contract, and review and manage contractors' performance and KPIs.
- Prepare, review and manage annual budget requirements for maintenance, Repair & Renovation (R&R) projects and capital replacement works, ensure value for money in procurement of goods and services and that procurement procedures are complied with fully, and ensure proper and timely payment of claims.
- Create/review guidelines and policies, and systems to improve the effectiveness of managing the contract, finance, & project processes.
- Implement and maintain BFM service quality and standards by ensuring that contract, finance, & project operations policies and SOPs are reviewed, updated and documented.

**[What we are looking for]**
- Minimum of 5 years of relevant experience in Building, Project & Facilities Management, Engineering or equivalent.
- Possessed experience in contract, project, facilities maintenance and financial management and administration.
- Experience in preparing and managing tenders, contracts, and projects
- Strong communications skills with a good command of written and spoken English.
- Strong team player with good interpersonal and networking skills
- Meticulous, analytical, and ability to multitask and work on a number of projects/tasks to meet timeline
- Familiar with Procurement Instruction Manual is an advantage.

The successful applicant will first be appointed on a 2-year contract basis.
