**Duties**:
- **Study Design**:Consult with stakeholders and customers to identify the appropriate data, methodological approach, and design for projects to evaluate program effectiveness.
- **Data Analysis**: Conduct observational analyses using software and/or programming languages such as R, Python, or SQL to explore/group data, test hypotheses, predict outcomes, and inform decisions. Derive meaning from big data (i.e. datasets that may be large, disparate, unstructured, and/or complex).
- **Communication**: Translate complex concepts, findings, and limitations into concise, plain language. Closely tie findings and conclusions into the agency mission, original problem statement and team objectives. Research and design presentations and interpretations of analytical outputs tailored to specific audiences, including the use of interactivity and narrative storytelling where appropriate.
- **Applied Data Science**: Work with teams to develop data products and definitions. Use appropriate analytic and statistical software to programmatically prepare data for analysis and clean imperfect data. Determine the adequacy of input data and ensures integrity and pertinence of output data.
- **Project Management**: Collaborate with teammates, customers, and stakeholders in a reproducible and organized manner.

The GS-13 salary range starts at $103,409 per year.** The salary shown in this announcement includes Locality Pay.** **The Locality Pay will be determined once the selectee's duty location has been established.**
**This position has a positive education requirement**: Applicants must submit a copy of their college or university transcript(s) and certificates by the closing date of announcements to verify qualifications. If selected, an official transcript will be required prior to appointment.
**BASIC EDUCATION REQUIREMENT**: Applicants must meet A or B below to satisfy the basic education requirement for Data Scientist.
A. Degree: Mathematics, statistics, computer science, data science or field directly related to the position. The degree must be in a major field of study (at least at the baccalaureate level) that is appropriate for the position.

B. Combination of education and experience: Courses equivalent to a major field of study (30 semester hours) as shown in paragraph A above, plus additional education or appropriate experience.
**For GS-13**
- Performing data analysis related to program evaluation (at the organizational, enterprise, or agency level) using systematic data collection and analysis to assess effectiveness and efficiency;
- Organizing and analyzing large amounts of structured and unstructured data at the program and enterprise levels to locate, access, merge, clean, and standardize data and to develop derived metrics;
- Collecting and preparing data using scripting languages and, conducting analyses using one of the following programming languages: R, Python, or SQL);
- Creating research and evaluation presentations and results summaries based on data analyses.
