Our client is an MNC Consultancy involved in various infrastructure development projects in Singapore.

**About the role**:

- Provides advice in the field of contract management and claims management for the PUB contacts under the DTSS Phase 2 Programme.
- Performs roles delegated by the Project Director (PD)/ Deputy Project Director (DPD) to ensure consistent implementation of directives from PUB, the JV Management Board and Project Management Team (PMT) across the DTSS2 contracts.
- Supports the PMT and project teams in the review of contractors’ letters relating to variation works and claims including Extension of Time, Loss & Expense, etc. and provides guidance and a consistent direction on contractual aspects across the DTSS2 Contracts.
- Monitors and reviews the contractors’ overall progress claims, variation orders and Superintending Officer’s Instructions (SOI) logs, interim valuation and payment, PUB’s budget and cost control, and the settlement of final accounts.
- Provides oversight and reviews in the preparation of DTSS2 contract documents for PUB’s calling of tenders and pre-tender estimates, including specifications.
- Provides oversight and leads in tender exercises for DTSS2 contracts including clarifications, evaluations, interviews and the award of contracts.
- Analyses tender outcomes and leads in the preparation of evaluation reports for PUB.
- Prepares and edits position papers on DTSS2 contracts.
- Prepares progress reports on the status of contracts, progress claims, variations and insurance claims.
- Establishes client’s requirements and undertake feasibility/ budget studies, cost analyses, as required.
- Performs audit reviews of the quantity take-off measurements performed by JV’s Quantity Surveyors (QS).
- Supports the PD/ DPD in meetings with tunnel contractors, detailed design consultants and PUB’s DTSS2 Project Team relating to the overall contractual position on DTSS2 contracts.
- Attends the monthly Progress Meetings with Contractors and the Board.
- Represents the JV in meetings with the various PUB departments, government agencies and stakeholders, as required.
- Provides guidance and advice to the QS and RSS teams towards the consistent management and administration of their respective contracts.
- Maintains awareness of the statutory building regulations and the different building contracts in current use, e.g. PSSCOC, SIA, etc.
- Any other duties as and when assigned by the PD/ DPD/ JV PMT.

**About you**:

- Degree in Quantity Surveying, Building or a relevant field
- Minimum 15 years of working experience holding similar appointment
- Shall have the relevant professional qualifications recognised by the PE Board Singapore, Singapore Institute of Chartered Surveyors and Valuers, or any other qualifications in the relevant discipline that is acceptable.
- Shall have the relevant working experience in major construction and engineering works, focused on deep excavations and tunnelling works, underground construction or water/ wastewater conveyance infrastructure.
- Shall have a good understanding of environmental and safety requirements.
- Shall have experience in contract management and the handling of claims and disputes.
- Shall have experience and proficiency in drafting of specifications and Bill of Quantities for the major construction works
- Extensive knowledge and experience in standard form contracts used Singapore Public Sector e.g. PSSCOC (Public Sector Standard Condition of Contract), etc
- Strong communication skills and writing ability
- Meticulous in work with analytical skill in problem-solving
- Highly motivated and independent
- A good team player with ability to meet tight deadline

**Job Types**: Full-time, Contract
Contract length: 24 months

**Salary**: $10,000.00 - $13,000.00 per month

Schedule:

- Monday to Friday
- Weekend availability
