DESIGNATION : Deputy Director, Sustainability Blueprint (3-yr contract), OPM
RESPONSIBILITIES
- This position is for Office of Programme Management (OPM).
- Supporting Programme Champions to maintain oversight of strategic programme implementation
- As the programme secretariat, the jobholder must be aware of the development and progress of the strategic programme, raise issues that require discussions with Programme Champions and coordination across themes of the strategic programme.
- Design and implement a fit-for-purpose strategic programme management process and toolkits for ease and consistency in the collation of strategic programme status, progress, and reporting.
- Conduct analysis on the status of strategic programme implementation, provide an overview to Programme Champions, senior leadership (or other relevant committees) including budget utilisation, progress against timescales, outcomes, and change management issues.
- Identifying Intersections and Risks
- The jobholder must build and maintain good networking relations with stakeholders for ground sensing to
- identify and escalate intersections between projects that require attention and intervention from the programme champions or strategy leaders, or from senior leadership.
- identify and escalate programme delivery threats and risks, non-performance of project implementation teams, including but not limited to effectiveness of project management, non-commitment to adoption of change etc., enabled by the management of the consolidated strategic programme risk registers.
- Working in partnership with strategy leaders and project implementation teams to address identified intersections and risks. The process would require the job holder to negotiate, persuade, and motivate project implementation teams and senior management, provide justifiable proposals and recommendations, and clearly outlined possible courses of action to follow.
- Supporting the implementation of strategic framework
- The jobholder needs to oversee the alignment of the programme’s projects with the strategic objectives of the Sustainability Blueprint strategic programme.
- Maintain oversight that projects are implemented in accordance with the defined framework and standardised programme management process laid out.
- Provide guidance and support to strategy leaders and project implementation teams with the tools, standards and processes for robust project planning and documentation - for example guidance in defining project deliverables, tasks, and activities to do, success criteria, benefits management, dependencies, change control, risk management, setting timescales and budgets oversight.
- Support strategic leaders and project teams to onboard new projects, consolidate and seek approval for resources required to implement new projects.
- Where required, support project implementation teams to work with Office of Procurement on the procurement strategy and procurement process.
- Supporting the change management process
- The jobholder needs to work in partnership with strategy leaders and project teams to develop an overarching programme-level stakeholder engagement and change management plan.
- Provide advice and support to strategy leaders and project implementation teams as they develop their strategy

QUALIFICATIONS
- Bachelor’s degree with more than 10 years working experience.
- Experienced in strategic portfolio management, secretariat functions and a strong communicator, both written and spoken.
- Demonstrated critical thinking and analysis abilities, able to accurately suss out key issues (e.g., evolving challenges and risks) impacting on/across projects/matters under management, implications, and options available to deal with these issues.
- Experienced in stakeholders’ engagement and change management processes arising from implementation of major strategic initiatives.
- Process-oriented and keen to guide relevant stakeholders to navigate through the different processes.
- Familiar with UN Development Programme, UNSDGs, industry best practices, local guidelines and regulations relating to Sustainability.
