
Supervisory Management Services Specialist

**Duties**:
**Program Management duties comprise 60% of incumbent's duties and include but are not limited to**:
- Performs program management, supervision and coordination of installation FFR Programs.
- Executes a variety of funding types as resourced through Regional FFR Director: Operation & Maintenance, Navy (OMN); Family Housing, Navy (FHN); Department of Defense (DoD) Reimbursable; Military Construction (MILCON); Non-appropriated Fund Construction (NAFCON); and Navy Program Managers (e.g., Naval Facilities Engineering Command (NAVFAC), Naval Supply Systems Command (NAVSUP)) at the installation level.
- Directs installation-wide Command efforts related to community support/ Quality of Life (QOL), delivering streamlined processes and systems to execute complex and demanding program requirements that are capabilities based, integrated and optimally ready for emergency response when required.
- Plans, directs, reviews, coordinates, and supervises the FFR activities of the organization.
- Develops policies, organizations, and operational strategies considering a wide variety of governing laws, regulations, Regional FFR programs, manpower, methods, materials, funding, staffing, equipment to be used to effectively and efficiently perform required Installation operations, meet program objectives, achieve expected results, meet Navy and DoD operational standards and minimize operational shortfall.
- Determines qualifications and special skills required; requests recruitment and/or in-service placement from servicing HRO/HRSC personnel.
**Policy/Position Management duties comprise 15% of incumbent's time and include but are not limited to**:
- Ensures an efficient and economical position structure is established that will provide career and promotional opportunities.
- Assists subordinate supervisors in preparing career plans; determines training requirements; establishes sound performance standards; and prepares performance appraisals.
- Maintains effective management of employee relations through communications and recognition of employee performance.
- Establishes local policy regarding leave and other personnel matters.
- Keeps employees informed of policy procedures, personnel matters, and other management initiated actions; obtains suggestions from employees and stimulates participation in the Incentive Awards Program.
- Manages and controls the authorized manpower resources of the organization.
- Enforces energy conservation program, internal management control programs, and takes corrective actions on deficiencies in the work area.
**Supervisor duties comprise 25% of incumbent's time and include but are not limited to**:
- Directs work to be accomplished by staff.
- Assigns work based on priorities, difficulty and requirements of assignments, and staff capabilities.
- Conducts annual performance reviews of staff.
- Participates in section staffing decisions.
- Ensures staff receives proper training to fulfill requirements of their positions.
- Addresses potential disciplinary and/or performance issues timely and takes appropriate, corrective action(s) as necessary.

- Directly supervises employees assigned to SAC N9 Programs.

- Must have or be able to obtain and maintain a Secret Security Clearance.
- Financial Disclosure Required.
- Frequent travel up to 40% may be required.
- Must have or be able to obtain and maintain a government issued driver’s license.
- Must have or be able to obtain and maintain a Government Travel Card.
- The incumbent may be required to work a rotating schedule to include holidays, nights and weekends.
- This position is emergency-essential (E-E).
- In the event of a crisis situation, the incumbent, or designated alternate, must continue to perform the E-E duties until relieved by proper authority. The incumbent or the designated alternate may be required to take part in readiness exercises.
- This position cannot be vacated during a national emergency or mobilization without seriously impairing the capability of the organization to function effectively
- Requires the incumbent, or designated alternate, to be screened from military recall status.
**Qualifications**:
- Knowledge of Department of the Navy (DON) and Command structure, missions, programs, and organizational relationships.
- Knowledge of policies/procedures related to one or more Navy FFR QOL Programs (e.g., Bachelor Housing, MWR, CYP, Family Housing, and FFSC).
- Knowledge of human relations, financial management, and logistics.
- Knowledge of contract administration is desired.
- Knowledge of CNIC's EEO policy and procedures.
