1. Support site leadership in implementing EHS plans, legal compliance activities, training programs, inspections, audits, investigations and related initiatives to maintain a safe, healthy and environmentally responsible workplace.
2. Partner with manufacturing, engineering, maintenance, facilities, quality, warehouse, contractors and support functions to identify hazards, assess risks and implement appropriate controls for routine and non-routine activities.
3. Establish, review and sustain standard work for assigned EHS processes to support consistency, compliance, audit readiness and continuous improvement.
4. Conduct or support risk assessments, job hazard analyses, ergonomic evaluations, machine safety reviews, compliance inspections and internal audits across Tuas Plant operations.
5. Lead or support investigation of incidents, near misses, unsafe conditions and dangerous occurrences, including root cause analysis, corrective action planning and verification of action effectiveness.
6. Track, follow up and support timely closure of corrective and preventive actions from audits, inspections, incidents, ESOs, GEMBA walks, risk assessments, regulatory reviews and corporate EHS requirements.
7. Support BD Excellence safety component practices, SQDCP-related EHS measures, ESO trend review, gap analysis, action tracking, escalation routines, visual management and GEMBA engagement.
8. Monitor, analyze and communicate assigned EHS performance indicators, key risks, trends, open actions and improvement plans to relevant stakeholders and site leadership.
9. Support compliance with applicable Singapore regulatory requirements, including MOM WSH requirements, SCDF fire safety requirements, environmental obligations, permits, licenses and BD corporate EHS standards.
10. Manage or support environmental programs, including hazardous waste, chemical management, SDS and chemical inventory, air emissions, wastewater, stormwater, environmental aspect and impact reviews, reporting and ISO 14001/45001 sustainment.
11. Support technical EHS and high-risk work programs, including lockout/tagout, machine guarding, PPE, fall protection, confined space, hot work, lifting operations, contractor safety, traffic management, ergonomics, hazard communication and industrial hygiene.
12. Review, approve or provide technical EHS input for permits, method statements, risk assessments, contractor work, equipment upgrades, commissioning, qualification, validation and other non-routine activities.
13. Deliver, coordinate or support EHS training, onboarding, toolbox briefings and job-specific competency reinforcement for Associates, people leaders, contractors and visitors.
14. Support emergency preparedness, fire safety management, drills, crisis response coordination, emergency equipment readiness, fire safety submissions, inspections and related SCDF compliance activities.
15. Maintain EHS documents, procedures, records, legal registers, training matrices, audit evidence and action trackers, and perform other duties within the scope of EHS, compliance, fire safety, environmental management, emergency response or continuous improvement as assigned.

Education and Experience

1. Diploma or Degree from an accredited university, polytechnic or college in Engineering, Environmental Science, Occupational Safety and Health, Industrial Hygiene or related technical discipline.
2. Minimum 3 to 5 years of relevant experience in EHS, manufacturing, industrial operations, engineering, facilities, or related technical environment medical device or high-volume manufacturing experience is preferred.
3. Registered with the Ministry of Manpower as a Workplace Safety and Health Officer (WSHO).
4. Must be a certified Fire Safety Manager (FSM) and able to support SCDF fire safety management requirements, fire safety planning, inspections, drills and emergency preparedness activities.
5. Experience with ISO 14001 and ISO 45001 management systems, internal audits, compliance reviews and corrective action tracking is preferred.
6. Experience with security management, access control, contractor and visitor control, emergency response coordination or manufacturing-site security protocols is required or strongly preferred based on site scope.

Knowledge and Skills

1. Strong knowledge of Singapore WSH legislation, MOM requirements, SCDF fire safety requirements, environmental obligations and relevant permits or licenses applicable to manufacturing operations.
2. Strong working knowledge of incident investigation, root cause analysis, risk assessment, job hazard analysis, ergonomics, machine safety, lockout/tagout, contractor safety, permit-to-work and corrective action management.
