We are currently based at Metropolis, Buona Vista, Singapore. Role Deputy Commissioning Manager Responsibilities Commissioning scope planning – during commissioning preparation phase, attend supplier Kick Off meetings to roll out package related commissioning requirements, review supplier documents, review ITR assignments and provide inputs for commissioning schedule; issuance of procedures and specifications; assist commissioning manager in the preparation of commissioning plan. Schedule management – expedite B-ITRs completion as per commissioning plan and priorities; expedite commissioning testing following the execution schedule. Documents and status verification/reporting – track and report the status of all punch lists during pre-commissioning, B-ITRs, pre-commissioning certification, commissioning and commissioning certification; compile System Completion Dossier (SCD) with the help of MC Assistants; oversee archiving of completed certification and commissioning documents in the document management system. Commissioning coordination – manage team of commissioning leads and commissioning engineers for successful execution of commissioning activities as per schedule; coordinate with construction team, MC coordinator, lead commissioning engineers, commissioning engineers and external vendors, and where necessary with key technicians. Commissioning execution – be overall responsible for all pre-commissioning and commissioning activities following the commissioning strategy set by the Commissioning Manager; oversee B-ITRs and commissioning testing to ensure they are carried out fairly and correctly as per procedures, project requirements, safety and quality standards; manage day to day B-ITR completion status expediting and readiness for next phase activities; manage commissioning safe system of work and PTW HSEQ and Code of Conduct compliance. Compliance – comply with MODEC HSEQ Code of Conduct, HSEQ Standards and Procedures; ensure personnel health and safety; comply with MODEC Group’s Code of Business Conduct & Ethics and policies. Qualifications Bachelor’s Degree or Technical college certificate. Track record of commissioning at least 3 FPSO projects with marine and topside modules; minimum of 10 years in EPC of onshore/offshore oil and gas or FPSO projects. Technical Competencies: Intermediate AutoCAD; proficiency in MS Office; knowledge in commissioning management, project management, commissioning methodology principles, quality assurance and HSSE requirements; strong understanding of contractual documentation and ensuring compliance with contractual requirements; ability to identify elements of project design, contract and commissioning likely to give rise to disputes and provide technical inputs to mitigate issues.
