Role Description Summary This position supports both Bids and Projects activities for IBS Asia business lines. As a Project Buyer lead, you will formulate an Acquisition Management Plan that provides the best sourcing strategies and cost‐effective solutions to manage spend within the procurement budget during project implementation. Additionally, you must ensure project schedule, suppliers' deliveries, and quality meet project deliverables and specifications. Key Activities and Responsibilities Analyze the customers' needs and context, then set expectations to Family Buyers. Support the Bid Manager as part of the Bid team including Peer Review, CCR, Bid Plan, etc. Deliver Acquisition Management Plan and PSS according to Bid Plan and deadlines. Own, highlight, report, and drive Industrialisation and Procurement deliverables and requirements for the Project. Work closely with FB in the securisation of material to maintain project milestones. Identify, analyse, and match demands from Projects to internal and external constraints. Participate in the change management process; ensure design changes follow proper Configuration Management in a timely fashion and are recorded and updated in the acquisition plan. Lead and coordinate all activities associated with make, team, or buy decisions within the Procurement Domain for all project end items' deliverables. Manage risk, track and analyse budget gap to ensure equipment acquisition is within budget/EAC. Escalate to management as appropriate. Act as the interface between Procurement, Project Management, Engineering, Installation, T&C and Client on all acquisition matters. Key Knowledge and Experience Diploma in Mechanical, Electronic or Industrial Engineering or Bachelor of Science / Degree in Mechanical, Electronic or Industrial Engineering. Minimum 5 to 10 years experience in Immigration, Biometric Equipment and Cybersecurity environment. Experience in project nature environment, preferably low-volume, high-mix. Good knowledge in supplier tactical and strategic supplier management. Strong leadership and ability to drive cross‐functional team. Flexible and able to adapt to fast‐paced environment.
