Role Purpose:
Act as the Mechanical Completion Coordinator, responsible for all mechanical completion (MC) activities, including procedure issuance, CMS database management, and ITR issuance to suppliers, subcontractors, and site teams.

Commissioning Manager
Open to Singaporean and Singapore Candidates only
Key Responsibilities:
Planning & Preparation:
Identify project deliverables as per project & client requirements.
Review/Prepare Project Mechanical Completion, Commissioning Handover Management Procedure.
Review Categorization of PO with required Certification.
Attend supplier kick-off meetings during commissioning preparation phase to roll out package-related completions certification requirements.
Identify required information from Engineering/Subcontractor/Supplier for population of Project Completions Database & required certification.
Review the population of Master List (System/SS list, Location codes, punch category, ITR/Certificate Templates, etc.) in CMS database as per Project Documentation/planning.
Oversee the population of CMS database with required certification & validation as per the project schedule ensuring completeness.
Ensure all required ITRs are issued to Suppliers/Sub-contractors/Commissioning team on a timely basis.
Plan and provide CMS training and Completions Process roll-out to project team, commissioning team, sub-contractors, and suppliers.
Identify hardware requirements (e.g., iPads) for Project certification execution.
Identify and manage resource requirements to meet schedule and targets.
Execution:
Review completed ITRs and compile MC Dossier (MCD) with MC engineers and assistants.
Track and report status of all punch lists during MC, A-ITRs, and MC certification.
Expedite and monitor day-to-day AITR completion status for readiness of next phase activities.
Manage team of MC Assistants to ensure correct and up-to-date database support for completion process.
Participate in audits of procedures, safety practices, and documentation/records to ensure compliance with corporate standards.
Identify gaps and training enhancement requirements for team members.
Coordination:
Coordinate with Engineering/Subcontractor/Suppliers to resolve issues with CMS population information.
Expedite and coordinate construction teams, QC personnel, package engineers, and commissioning engineers for ITR completion as per priorities.
Coordinate with construction manager, QC team, lead commissioning engineers, and key yard team as necessary.
Plan and organize punch walk-downs at various gateways and initiate certificate sign-off.
Oversee archiving of completed certification (Dossiers, ITR, Certificates, etc.).
Provide lessons learned and improvement opportunities based on project experience.
Incorporate best practices and improvement opportunities from past project experience.
Relationship:
Report as per Corporate/Project Organization chart.
Develop relationships with client technical or service personnel.
Maintain good relationships with team members and motivate as required.
Willingness to work and train others in a team environment.
Assist multi-cultural and interdepartmental team members.
Requirements & Qualifications:
Education:
Bachelor's degree in engineering or Technical College Certificate.
Experience:
Minimum 8 years of experience in EPC of onshore/offshore oil and gas or FPSO projects.
Must have FPSO construction experience.
Track record of mechanical completion/commissioning of at least 3 FPSO projects.
Technical Skills:
Intermediate AutoCAD and proficiency in MS Office.
Strong working knowledge of marine and topsides mechanical completion/ commissioning certification process.
Comprehensive understanding of mechanical completion management, project management, quality assurance, and HSSE requirements.
Strong working knowledge of contractual documentation (contracts, waivers, addendums, annexes, scope changes, contractual schedule etc.) and ensures planning and execution complies with contractual requirements.
Identifies elements of project design, contract and commissioning likely to give rise to disputes. Provide technical inputs and directions to mitigate the issues.
Leadership Skills:
Analytical skills, ownership, communication, teamwork, and professionalism.
Ability to manage and motivate a diverse team.
