The Chandler Institute of Governance (CIG) is looking for a
Senior
Manager (Programmes)
to design, manage and deliver training programmes for the Chandler Academy of Governance ("Academy"), which is the training arm of CIG.
The right candidate will have notable qualifications and a well-rounded understanding of the public sector landscape. They should be well-versed in programme design and implementation, able to lead engagements with government clients, and deliver training in diverse international settings.
Key Responsibilities
Some of the specific job responsibilities are listed below:
Work with the Deputy Dean (Programmes) and Dean of the Academy to engage external stakeholders, including government clients and a network of subject matter experts, to design and deliver impactful training programmes
Lead and manage client engagements, including high-profile projects with senior government officials and institutional partners. This involves understanding clients' learning needs, contextualising interventions for local public sector environments, and representing the Academy in strategic meetings.
Develop and manage learning interventions (e.g., identifying learning needs, designing curriculum, and evaluating learning interventions) based on CIG's curriculum framework and in consultation with subject matter experts
Independently develop programme outlines, proposals and concept papers, with guidance from more senior team members where required.
Scope, design and execute projects related to institution building and strengthening of National Schools of Government (e.g. strategic planning and review, organisational design and internal capability development)
Take end-to-end ownership of training programmes, including those with complex delivery models, diverse stakeholders, or strategic visibility. This includes overseeing programme design and delivery, coordinating logistics and learner support, facilitating workshops, and serving as the key escalation point for resolving operational, content, or stakeholder-related challenges.
Mentor and coach junior team members, including through peer review of proposals, dry runs of training delivery, and informal guidance.
Proactively identify opportunities for programme innovation or improvement, such as new delivery formats, curriculum enhancements, or client engagement strategies.
Undertake any other responsibilities related to the establishment and operations of the Academy, as may be reasonably expected given the candidate's experience and capabilities
Experience and Qualifications
For the Senior Manager position, at least 7-8 years' progressive experience in government and public policy
Good track record of designing and developing learning interventions targeted at adult learners including blended and online learning
