Description Lead Manager / Senior Manager (TSPD - Strategic Planning and Budgeting)Apply for the Lead Manager / Senior Manager role at the Ministry of Health (Singapore). Overview As a Lead / Senior Manager in the Technology Strategy Planning Division, you play a critical role in the long‐term development of Digital Health strategies, budgets and plans in Data and IT. Responsibilities Oversee digital health plans and investments for Singapore's healthcare system, identifying gaps and opportunities to translate into actionable strategies. Contribute to policy review and development for strategic systems and digitalisation plans, and manage portfolio performance to support IT financing and investments. Navigate a fast‐paced, volatile environment, managing multiple priorities and stakeholders concurrently. Develop Digital Health strategies and roadmaps for digital health investments across the public healthcare sector. Engage internal and external stakeholders to develop policies guiding health IT spend and address budget challenges, including constructing data models to forecast IT spend. Engage widely across public healthcare institutions, MOH divisions and government agencies to align plans and support sustainable transformation. Provide staffing and secretariat support to Digital Health Forums where strategies and plans are discussed. Qualifications Tertiary qualification in any discipline. Prior experience in strategic planning, technology planning, and/or the Public Service and/or healthcare sector. Ability to conduct independent analysis, establish clear inquiry lines, and synthesize information from multiple sources. Excellent stakeholder communication and management skills to develop strong relationships across all levels. Clear, concise communication of complex ideas in written and oral form. Comfortable working in a fast‐paced, dynamic environment, navigating ambiguity and change. Good time‐management skills and results‐oriented approach. As part of the shortlisting process, candidates may be required to complete a medical declaration and/or undergo further assessment.
