Electrical and Instrumentation Technician

Overview
Electrical and Instrumentation Technician (1-year contract role) at Roche. Location: Singapore Tuas Bay Link. Responsible for the completion of maintenance tasks and provision of technical support in compliance with current Good Manufacturing Practices (cGMP), Safety, Health and Environment (SHE) and Quality policies and standards.
Responsibilities
Coordinate external and in-house calibration, maintenance and repair of utilities and manufacturing equipment/systems serving the entire facility; execute all job orders by external vendors
Raise purchase requisitions for vendors\' services through the local CMMS system
Establish and maintain relationships with stakeholders including external vendors, partners, manufacturing, utility and maintenance teams
Provide technical support to calibration technicians on shift to perform calibration, maintenance and repair of facilities and equipment in support of plant operations
Support routine and shutdown maintenance work and product changeovers in support of plant operations
Review and complete work orders in a timely manner, initiate follow-up work orders and raise discrepancy notifications as required
Provide technical expertise in Maintenance, Electrical and Instrumentation to Project Engineering Team and deliver projects within scope, timeline and budget
Assist in creating or amending preventive maintenance or calibration procedures to comply with regulatory codes, specifications, standards and corporate guidelines for safe, reliable operation and maximum uptime
Identify recurring issues to improve equipment MTBF and implement robust solutions
Collaborate with Maintenance and Calibration teams to reduce mean time to repair (MTTR)
Coordinate continuous improvement initiatives (Kaizen) and initiate change requests to optimize maintenance and calibration activities as needed
Coordinate with MRO storeroom to maintain appropriate stocking levels of parts and equipment to maximize uptime at minimum cost
Review and approve Calibration Master Data where appropriate
Support the Maintenance and Calibration teams during health authority inspections
Knowledge of BAS/PCS/PLC/HMI; knowledge of maintenance and calibration processes and standards; knowledge of analytical and laboratory instrumentation
Participate in Root Cause Analysis (RCA) and follow up on corrective and preventive actions
Maintain working knowledge of Permit to Work, Job Safety Analysis (JSA), risk assessment (including RCA, HAZOP, FMEA), Confined Space systems and working at height
Safety, Health & Environment and Lean Production
Comply with Roche Safety, Health & Environmental (SHE) requirements, avoid safety and health risks, and report accidents, near misses and hazards promptly
Observe site security measures and report any suspicious activity or damaged security mechanisms
Embody Lean Production System (LPS) values and apply LPS tools for continuous improvement initiatives
Qualifications
Nitec/Diploma in Mechanical, Marine, Electrical/Instrumentation or Chemical Process Engineering with 1–2 years of experience in pharmaceutical or chemical manufacturing
Hands-on maintenance experience in pharmaceutical or chemical manufacturing; project start-up experience is a plus
Strong background in operation and maintenance of equipment and instruments in production and utility areas
Experience in setting up SAP Maintenance Program, spare parts store, project start-up environment and safety procedures/practices is an added advantage
Excellent computer skills including CMMS software, spreadsheets and word processing software
Strong analytical problem solving and persistence to resolve issues
Excellent interpersonal and verbal/written communication skills
Ability to work independently with guidance and deliver tasks on time and within budget; also able to work in a team
Strong leadership and customer service orientation; attention to detail and thoroughness
Strong understanding of cGMP in maintenance and calibration
Willingness to occasionally work off-shift hours to support operations
