The Agency for Care Effectiveness (ACE) is the national health technology assessment (HTA) agency within MOH. The role of ACE is to a) support national policy decision-making through evidence-based assessments and appraisals; b) produce national Guidance on appropriate, clinically and cost-effective patient care; and c) design and deliver interventions to ensure maximum value for the system and patients.
The Analyst/ Senior Analyst/ Principal Analyst (Health Technology Adoption & Education) is responsible to drive the adoption and uptake of clinically and cost-effective health technologies (including drugs and medical technologies) by clinicians in Singapore's public healthcare institutions. The incumbent will analyse utilisation data, understand the clinical & economic evidence and local clinicians practice, to derive implementation strategies to achieve the above. The incumbent will collaborate with a diverse range of internal and external stakeholders, including national Committees, clinical department heads, pharmacy managers, procurement and other key personnels to implement the strategies to promote the adoption of health technologies recommended by MOH Drug and Medical Technology Advisory Committees for subsidy, into clinical practice. Subsequent to subsidy implementation, the team will continue to monitor utilisation data and review effectiveness of implementation efforts in driving clinical practice changes.
Other responsibilities include developing and executing the education and training framework to strengthen the capacity and capability of ACE's internal and external stakeholders in health technology assessment (HTA) skills and competencies. Deliverables include the planning, organising and curating workshops, programs and other skill development activities in-house or in collaboration with external centers of excellence to achieve the above.
Key responsibilities:
Develop adoption strategies & implementation plan to drive effective uptake and utilisation of recommended health technologies
Triage ACE's Advisory Committees funding recommendations to identify topics for adoption and implementation work-planning.
Analyse data/information from various sources and generate drug utilisation trends to derive insights on clinical practice on the ground
Build stakeholder relations and engage stakeholders to develop consensus and implement initiatives
Collaborate with clinical experts and stakeholders to drive adoption of cost-effective health technologies across public healthcare institutions, including secretariat staffing for the MOH National Pharmacy and Therapeutics Committee to achieve its terms of reference.
Adoption activities include Institutional drug formulary alignments with MOH subsidy decisions, drug utilisation monitoring & reviews, information sharing via targeted engagements of key stakeholders and setup of clinical decision support system prompts.
Distil information on organisational feasibility and implementation workflow to strengthen the adoption process e.g. conducting organisational readiness assessment (ORA) exercises.
Work with relevant MOH divisions to facilitate funding implementation planning for recommended medical technologies.
Track and quantify impact of adoption strategies on the utilisation of recommended health technologies
Track formulary listing status and monitor prices of recommended drugs in public healthcare institutions
Develop and execute frameworks and methods to track and quantify impact of adoption and engagement activities and strategies, including cost savings and avoidance to healthcare system.
Practice continuous improvement principles to review, refine and inform areas for improvement and development of future approaches, strategies and frameworks.
Educate and upskill internal and external stakeholders HTA competencies and capabilities
Design, formulate and plan educational initiatives to upskill internal and external stakeholders HTA capabilities independently and in collaboration with external centres of excellence and experts in HTA
Propose and execute initiatives to improve transparency and understanding of ACE's methods, processes and considerations by key stakeholders
Others
Prepare and communicate information, frameworks, processes, communiques, decks, papers as needed to achieve team objectives and goals
Any other duties and responsibilities assigned as needed to achieve team objectives and goals
Any other duties and responsibilities which may be assigned, including secretariat functions for committee meetings
Educational Requirements:
Degree in any field. Candidates with relevant health sciences education or training (e.g. medical, pharmacy, nursing) will be advantageous
Other skills
Self-starter, adaptable and motivated individual with a team mindset will be advantageous.
Excellent result-oriented work ethics including ability to manage timelines effectively to achieve deliverables of assigned workstreams. Proven project management experience
Ability to work well with multiple stakeholders, both internal and external, across various levels of seniority to build networks and achieve deliverables
Ability to undertake clinical data analysis work (including data handling, processing, management and interpretation) and assimilate information from multiple data and information sources to generate insights on technology utilisation patterns and adoption metrics
Excellent written and oral communication skills, including translating complex multi source information into simple and concise key messages and action plan
Passion for continuous improvement and driving changes to maximise impact to patients and/or system efficiencies
Competency in Microsoft Excel
Competency in implementation sciences, behavioral insights and other effective change management skillsets will be advantageous
Experience with the systems, clinical governance, processes, operational workflows and practices in Singapore's public healthcare landscape will be advantageous
Understanding of the Singapore healthcare financing landscape (e.g. Subsidy + MediSave, MediShield Life and MediFund) will be advantageous
Experience in planning and delivering training and capability development activities for diverse range of audiences will be advantageous
