Overview Job title: Director - Contracts, Singapore at BAE Systems, Inc. Here is the role description for the Contract Director responsible for the Lead Maintenance Activity (LMA) contracts with the US Navy in Singapore and the broader Indo-Pacific region. This role collaborates with NAVSUP Fleet Logistics Center (FLC), COMMANDER, Logistics Group Western Pacific (COMLOG WESTPAC), and the US Navy Ship Repair Facility Detachment in Singapore. The ideal candidate has deep expertise in US government contracting and a strong background in managing complex, performance-based service contracts in the maritime or defense industry. Responsibilities Contract Lifecycle Management: Serve as the primary point of contact for the contract, overseeing all stages from pre-award activities (e.g., source selection support) to post-award administration, including modifications, claims, and closeout. Performance and Compliance Monitoring: Ensure the contractor\'s performance meets all contractual terms, conditions, and requirements, including safety, quality assurance, and work specifications. Financial Management: Manage all financial aspects of the contract, including budget tracking, invoicing, progress payments, and contract funding. Conduct price and cost analyses to ensure fair and reasonable pricing. Subcontractor Management: Oversee the management of subcontractors, ensuring their performance and compliance and successful integration into the overall contract effort. Stakeholder Liaison: Act as a key liaison between the contractor and government stakeholders (NAVSUP FLC Yokosuka Site Singapore, COMLOG WESTPAC, ship\'s force). Facilitate effective communication and issue resolution. Negotiation and Issue Resolution: Lead negotiations for contract modifications, change orders, and issue resolution. Address site and contractual issues promptly to minimize impacts on naval readiness. Reporting and Documentation: Maintain comprehensive documentation of all contract activities and provide regular reports on contract performance, financial status, and risks to management. Risk Management: Identify potential contractual and performance risks and develop mitigation strategies to ensure project success. Required Education, Experience, & Skills Experience: Minimum of 12 years in government contract management, with strong preference for DoD or US Navy contracts. Demonstrated experience managing complex IDIQ and FFP contracts. Direct experience with ship repair and maintenance or large-scale, performance-based service contracts is highly desirable. Education: Bachelor\'s degree in Business Administration, Finance, Engineering, or a related field. Skills: Expertise in US federal acquisition regulations and procurement policies; strong negotiation, communication, and interpersonal skills; exceptional organizational skills with high attention to detail; proficiency in contract management software and reporting tools; ability to obtain and maintain a US government security clearance. Preferred Education, Experience, & Skills Experience: Prior experience with NAVSUP FLC or a Regional Maintenance Center; experience managing contracts overseas in the Indo-Pacific or Southeast Asia. Certifications: NCMA certifications such as Certified Federal Contracts Manager (CFCM) or Certified Commercial Contracts Manager (CCCM). Pay Information Full-Time Salary Range: $135,556 - $230,444. This range is based on market pay structures; actual salary determined by factors including business considerations, local market conditions, internal equity, and candidate qualifications.
