Lead Engineer/ Engineer (Mobile Core), Mobile Core & Transmission, xCDI The Home Team Science and Technology Agency (HTX) is a statutory board under the Ministry of Home Affairs (MHA) that aims to pioneer innovation solutions and develop world class science and technology capabilities to transform and empower the Home Team in delivering safety and security for Singapore. What the Role Is HTX's Mobile Core team manages and delivers enterprise communications projects. The jobholder will deliver communication capabilities and technologies to the Home Team, responsible for the system engineering aspects of various projects and trials within the Communications domain, identifying and evaluating technologies of interest to the Home Team. What You Will Be Working On Design of Core and Infrastructure within the Communications domain Technical knowledge of wireless communications technologies (professional mobile radio, RF, 3G/4G/5G Core) and telecommunications standards (3GPP Release, ETSI NFV MANO)End-to-end design (including security) of Core Network technologies, service orchestration, NFV, and network slicing Responsible for end-to-end design of Core Network and NFVi to meet HTD's operational needs Conduct user requirement gathering, market surveys and trials, write tender specifications, evaluate tenders and implement solutions that meet HTD's needs Plan near- and long-term network architecture evolution and capacity requirements, articulating architectural differences and integration challenges Lead planning and project management of new or existing core network deployments, including technology selection, capacity planning, service rollout, and performance improvement Evaluate tenders from technical and commercial standpoints and project manage implementation Ensure system availability, incorporate life cycle costing and spares optimisation into technical requirements Identify, study and manage preliminary and critical design parameters affecting performance Prepare technical documents: specifications, design documents, interface agreements, test plans (factory, on-site) and reports Participate in acceptance tests (UAT, FAT, OSAT, SSAT) and ensure deliverables meet specifications Maintain system configuration management, hardware and software delivery, versioning, and regression testing Assist Head, Mobile Core to ensure timely project delivery within schedule and budget, resolving issues or escalating to management Provide regular updates to HTX management on project progress, milestones, issues and expenditure Implement projects based on approved plans meeting cost, duration and quality parameters Engage stakeholders, manage risk, and ensure integration and testing meet contractual requirements Stay current with evolving technology and communicate cross-functionally to foster collaboration Exercise leadership and innovative mindset across all phases of systems planning, development, delivery and management Collaborate with external agencies and Home Team Departments Perform any other duties assigned by HTX Senior Management or Deputy Director What We Are Looking For Tertiary qualification in Electrical/Electronics Engineering, Computer Science, Information Systems or related fields 0‐3 years of relevant experience for Engineer/Lead in a suitably sized enterprise; at least 8 years for Principal Engineer Experience in telecommunications industry with 4G/5G, TETRA; knowledge of standards such as 3GPP, ETSI Strong knowledge of 5G Network Functions and related services (network slicing)Knowledge of telecommunication core network, IP, mobile data and mobile applications is an advantage Relevant disciplines and professional certifications from telecom vendors/suppliers preferred Experience in mobile network orchestration is an advantage Strong planning and project management skills, facilitation, problem‐solving; PMP/Deloitte favored Strong interest in technology and innovation Competent, self‐motivated, proactive, dedicated, responsible and capable of working independently All new hires are appointed on a two‐year contract in the first instance and will be assessed for permanent tenure based on performance.
