Role Overview Strengthen governance and achieve value-for-money in procurement; and provide effective and efficient administration services in support of People’s Association’s objectives. Key Responsibilities Provide guidance to PA staff as an expert on procurement to ensure the application of methodologies that optimize value-for-money. Assist in reviewing procurement policies supported by data analysis to assess governance effectiveness. Administer, review, and expand commonly used goods and services for demand aggregation. Review procurement documents and ensure compliance with templates and guidelines. Engage stakeholders independently to advise on procurement methods and explore alternatives. Oversee procurement training for PA staff to ensure understanding of processes. Analyze gaps in procurement evaluation and identify developmental needs for staff through e-learning. Manage WOG & PA procurement systems, guiding divisions on proper system use. Design and enhance systems leveraging technology to digitalize and automate procurement workflows. Other ad-hoc duties may be assigned under the Administration and Procurement Division. Candidate Profile Experience Minimum of three years in procurement-related roles such as requestor, partner, or analyst. Preferred experience includes understanding of the Instruction Manual on Procurement and Grassroots Rules and Regulations. Skills and Attributes Good analytical, communication, and writing skills. Ability to work independently. Only shortlisted candidates will be notified. Successful candidates will be offered a 3-year contract.
