What The Role Is Lead a section responsible for the comprehensive maintenance of Instrumentation & Control (I&C) and SCADA equipment within the Department, ensuring that all systems are reliable, resilient, and efficient at all times. Candidates with experience in network equipment and cybersecurity will have an added advantage. What You Will Be Working On Leadership & Team Management Lead a team of I&C engineers in maintaining SCADA systems, PLC and RTU network, remote control systems, automation of actuated valves & tide gates, cybersecurity equipment and other critical assets. Supervise scheduled preventive maintenance of I&C equipment across raw water pumping stations, pond stations, tidal gate installations, and drainage pumping stations. Manage subordinate officers, including planning and delegation of work, approval of leave, transport & overtime claims, and submission of annual performance appraisals. Project Management Conduct site surveys to assess requirements, prepare cost estimates and budgets. Develop tender specifications, evaluate submissions, and oversee the award process for I&C and SCADA-related projects. Manage project execution by conducting progress meetings, monitoring milestones and deliverables, and addressing delays or issues proactively. Systems Design & Cybersecurity Be familiar with SCADA systems design, such as the Purdue Model, to ensure compliance with cybersecurity codes of practice (e.g., CCOP 2018). Program PLCs and configure communication networks to comply with cybersecurity requirements. Conduct annual Risk Assessments, bi-annual Vulnerability Assessments and Penetration Testing (VAPT) and remediate as necessary. Engineering Proficiency Read and interpret Electrical Single Line Diagrams. Interpret PLC ladder logics, electrical control circuitry and P&IDs. Be proficient in communication protocols such as MODBUS and DNP3. Attend to SCADA, PLCs, RTUs, and instrumentation breakdowns; troubleshoot and diagnose faults; perform necessary software programme modifications and system failure reinstatement. What We Are Looking For Degree in Computer Engineering, Electrical & Electronics Engineering, Computer Network & Systems Engineering, Industrial & Systems Engineering, or equivalent. Network certifications such as Cisco Certified Network Associate (CCNA), Netgain Certified Professional (NCP), Huawei Certified ICT Professional, or equivalent will be advantageous. Minimum of 5 years of relevant working experience. Possession of a valid Class 2 and/or Class 3 driving license is preferred. This role may require you to be contactable and respond to incidents outside of regular working hours.
