Job Description The Position: On 15 April 2025, the newly elected Prime Minister announced the development of the National Strategy for Family and Demography, the first comprehensive national document defining clear goals, measures, and institutional responsibilities to support families and enhance demographic resilience in Serbia. The Government of the Republic of Serbia, through the Ministry of Family Welfare and Demography, launched the development process for the National Strategy for Family and Demography, including the accompanying ex-ante analysis and Action Plan. Documents will be developed in accordance with the Law on the Planning System, drawing on existing policy assets and contributions from other sectoral policies. The Ministry has developed a work plan for . The process will unfold in phases with planned activities across 2025 and 2026. Planned activities for 2025: Mapping existing demographic-related policies; preparing the ex-ante analysis; confirming the type of the strategic document. Planned activities for 2026: Developing the National Strategy, the accompanying Action Plan; organizing consultations and public hearings; finalizing documents for submission to the Government. Job Purpose: To ensure coordinated development and oversight, the Ministry will establish a Working Group (involving state institutions, academic community, and civil society) and a National Council for Family and Demography as a high-level advisory body. UNFPA CO Serbia will provide technical support in collaboration with international partners. The UNFPA Eastern Europe and Central Asia Regional Office will provide technical backstopping and knowledge sharing from other countries and best practices. Best practices from UNFPA and partners will inform the strategy development, with a focus on gender-responsive family policies and evidence-based policies. The National Strategy will strengthen support systems for families and expand choices for individuals, especially women. UNFPA will recruit five national consultants to complement the Ministry: i) Process convener, ii) Demography expert, iii) Public policy expert, iv) Public finance expert, v) Social policy and economy expert. In line with the work plan, the Process convener will manage the overall process, oversee the work plan, and facilitate review and approval of key documents. In 2025 the focus is on establishing the work plan and supporting initial consultations; in 2026 the role expands to facilitating public consultations, coordinating reviews, and supporting finalization and validation through Government channels. This initiative builds on prior policy work, notably the Birth Promotion Strategy adopted in 2018. The Birth Promotion Strategy outlined eight objectives related to reducing the economic burden of raising children, facilitating work-life balance, lowering the psychological cost of parenthood, reproductive health, infertility, healthy motherhood, population education, and engaging local self-governments. The law requires an Action Plan to be included with each strategy. The Birth Promotion Strategy’s Action Plan has not been adopted to date. In , the Ministry advanced a broader Demographic Resilience framework and launched the National Strategy process in 2025. You would be responsible for: Task 1. Support the Ministry in convening the work related to planning and development of the National Strategy for Family and Demography, and the accompanying ex-ante analysis and Action Plan according to the work plan. Develop, update, and oversee the implementation of the work plan for 2025 and 2026 in Serbian, including key tasks and stakeholders. Define the content outline/structure for three documents in line with the Law on the Planning System (2018) in close collaboration with the Public Policy Secretariat. Support submission for review and approval of the relevant documents. Task 2. Support convening the work of four expert consultants in mapping existing national and international analyses, laws, by-laws, policies, and research related to demography and population policy. The mapping analysis final report will identify existing initiatives, overlaps, and gaps across sectors and align with international best practices. The document will be prepared in Serbian and submitted for quality assurance to the Ministry, with copies to UNFPA CO Serbia and Working Group. Consolidate and share documentation with the four consultants. Establish and coordinate the Working Group for the National Strategy and Action Plan. Organize consultations with national and international stakeholders, including UN entities. Provide consultants with the required final report format and facilitate final editing. Task 3. Support coordination of the work of four expert consultants to consolidate a comprehensive ex-ante analysis outlining the strategic vision for the National Strategy and its Action Plan. The mapping analysis from Task 2 will form part of the ex-ante. Consolidate report format and share with parties. Coordinate and organize consultations to inform the ex-ante analysis with a wide range of stakeholders. Facilitate finalization and presentation of the ex-ante analysis and ensure it reflects feedback and aligns with national and international best practices. Task 4. Support drafting the National Strategy and the Action Plan with four expert consultants, consolidating agreed formats and ensuring consultations inform the drafts. Consolidate and share the agreed format for the strategy and plan. Convene necessary consultations with key stakeholders. Facilitate drafting of initial versions aligned with ex-ante findings and Working Group inputs. All documents under Tasks 2-4 will be written in Serbian and submitted for quality assurance to the Ministry with copies to UNFPA CO Serbia. Task 5. Facilitate public hearings/consultations with relevant target groups and stakeholders. Plan and facilitate public hearings in Belgrade, Novi Sad, and Niš with diverse stakeholders. Gather feedback to refine the National Strategy and Action Plan. Delivery dates and how work will be delivered: 1st Deliverable by 15 October 2025: Work plan and methodology for ; content outline for ex-ante analysis, National Strategy, and Action Plan. 2nd Deliverable by 31 January 2026: Mapping report; consolidated documentation; operational Working Group; stakeholder consultations. 3rd Deliverable by 31 March 2026: Ex-ante analysis finalized in Serbian; consultations coordinated and documented; alignment with priorities and best practices. 4th Deliverable by 31 May 2026: Initial drafts of the National Strategy and Action Plan; consultations inform drafts. 5th Deliverable by 31 July 2026: Public hearings conducted; feedback incorporated into drafts. Qualifications and Experience: Experience of at least five years in coordinating and managing teams. Experience with relevant ministries in similar exercises is a strong asset. Strong knowledge of national policies in Serbia, including laws and by-laws; understanding of demographic and population policy challenges. Analytical, communication, coordination, and teamwork skills; ability to meet deadlines and prioritize tasks. Strong organizational, self-motivated, results-oriented, and proactive demeanor; excellent communication, writing, and editorial skills. Education: University degree in social sciences, law, economics, or a related field. Languages: Fluency in local language is required. Monitoring and progress control, including reporting requirements and deadlines: Work supervised by UNFPA CO Serbia and Ministry focal point, with daily guidance from the Ministry and quality assurance by UNFPA. The National Consultant liaises with the Working Group and the four consultants. In case of delays, inform UNFPA CO Serbia and the Ministry focal point with reasons and revised timelines. Supervisory arrangements: The National Consultant reports to the Ministry focal point, supported by the UNFPA Population and Development Programme Analyst.
