We're looking for a hands‐on Human Resources & Talent Acquisition Manager —you will be both a strategic partner and hands‐on enabler of all people functions in our Singapore office. You will lead recruitment, onboarding, and employee development while managing HR operations with care and precision. This is a newly created role. KEY RESPONSIBILITIES TALENT ACQUISITION & ONBOARDING Lead end‐to‐end recruitment for all roles across PR, marketing, events, creative, and support teams. Partner with hiring managers to define role requirements, conduct interviews, benchmark salaries, and structure offers. Oversee onboarding for new hires — ensuring smooth integration into team culture and operations. Build an active talent pipeline and maintain relationships with universities, recruiters, and industry contacts. Champion employer branding initiatives to position Access Communications as a top boutique agency employer. TALENT DEVELOPMENT & ENGAGEMENT Design and implement a scalable employee‐experience framework (mentorship, growth pathways, and performance reviews). Plan quarterly learning and development sessions and wellness programmes suited for a small, creative team. Conduct employee surveys and follow‐up action plans to sustain morale and engagement. Partner with the CEO and management team on succession planning and leadership pipeline development. Foster a collaborative, high‐performance culture that reflects our core values: Seek, Empower, Impact . HR OPERATIONS & STRATEGY Oversee all HR administration: employment contracts, payroll liaison, leave tracking, and benefits management. Ensure compliance with MOM regulations, CPF, PDPA, and Fair Consideration Framework . Advise managers on employee relations, performance discussions, and career development. Maintain HR systems and records, ensuring confidentiality and data accuracy. Track and report key HR metrics (headcount, turnover, training hours, and cost per hire). Partner with the CEO to align HR strategies with business objectives as the agency grows. KEY REQUIREMENTS Bachelor's degree in HR, Business, or related field; HR certification (e.g., SHRM, CIPD) preferred. 6–10 years of HR or recruitment experience — ideally in creative, marketing, or agency environments. Comfortable being both strategic and operational — from designing policies to managing day‐to‐day employee matters. Deep understanding of Singapore employment laws and HR compliance. Proven success in talent acquisition and employee engagement in small‐to‐medium teams. Excellent interpersonal, communication, and coaching skills. Self‐starter with empathy, adaptability, and a genuine passion for people development.
