What the role is:
As a key member of Sentosa Development Corporation's (SDC) procurement team, you will execute tendering functions, provide procurement guidance to business divisions, and drive procurement excellence through policy enhancement, digital transformation, and capability-building initiatives.
What you will be working on:
The job holder will have the opportunity to take on a combination of the different areas of work as follows:Conducting end-to-end tendering processes from preparation to award of tender in accordance with policies and procedures to meet procurement objectives, include engaging business divisions to understand business needs and formulating tender requirements; provide contract administration advisory for major and complex projects;Advising business divisions and leading strategic discussions pertaining to procurement queries that are more complex in nature and which may not employ the conventional type of tender methodology or approach, contract structure, terms and conditions etc, e.g. Outcome-based procurement, procuring prototypes/testbeds in relation to sustainability initiatives;Supporting reviews to streamline procurement policies, processes, forms/templates; development of guides and resources to aid users in navigating procurement for greater agility and ease;Supporting the implementation of digitalization and data analytics efforts (e.g. automation of procurement processes, digitizing forms) for greater operating efficiency and procurement performance; tapping on data to study trends and gather insights; andSupporting knowledge sharing and communicating of procurement policies and initiatives to internal stakeholders to enhance procurement awareness and competency.
What we are looking for:
Good Bachelor's degree from a recognized tertiary institutionMinimum 10 years of experience in procurement; previous experience in public sector procurement is advantageousConversant with GeBIZ or other electronic procurement application systems will be beneficialBackground in framework conceptualization, development and implementation of procurement policies or initiatives is beneficialKeen interest in deriving insights and trends through data analyticsStrong critical thinking, analytical, planning and organizational skillsGood written and verbal communication skillsAble to work independently and collaborativelyAbility to engage stakeholders at all levels; good interpersonal skillsMeticulous attention to detailsSelf-motivated, resourceful approach to workWe regret that only shortlisted candidates will be notified.
