development in Tuas, Singapore. This world-class manufacturing site will reinforce our leadership in delivering high-quality healthcare solutions to patients worldwide.
We are seeking an experienced
Purchasing Manager – Capex Equipment
to join our procurement team. The role is pivotal in ensuring robust procurement strategies, Capex equipment purchase, contract execution, and vendor management for the capital scope of this complex and fast-paced project. The successful applicant will report to the Procurement Director – Engineering Procurement and will work on the Antibody Drug Conjugate (ADC) Facility to be built in Tuas, Singapore.
ADCs are a class of biopharmaceutical drug designed as a targeted therapy for treating cancer. ADCs target and kill tumour cells while sparing healthy cells, and are complex molecules composed of an antibody linked to a cytotoxic payload.
This is a project-based contract role based in Singapore. The duration of the contract is subject to the project schedule and progress. The successful applicant will need to travel between the project office and the construction site in Tuas as required.
Key Responsibilities
Support the Procurement Director in developing and executing procurement strategies for a large-scale greenfield pharmaceutical project.
Partner with the Procurement Director and cross-functional stakeholders to define, develop, and execute capital procurement strategies aligned with project timelines and corporate governance.
Lead end-to-end procurement activities for high-value equipment, with a focus on process equipment in a regulated environment.
Manage high-value contract negotiations and ensure commercial and contractual compliance throughout the project lifecycle.
Drive cost efficiencies and ensure value for money through strong negotiation skills and strategic sourcing.
Oversee supplier selection, qualification, and performance management.
Oversee and manage procurement processes in SAP and Coupa, ensuring timely vendor onboarding, issuance of POs and reporting.
Contribute to effective risk management, supplier performance management, and resolution of contractual disputes.
Ensure procurement practices meet all regulatory, EHS, and corporate compliance standards.
Engage and communicate effectively with internal and external stakeholders, including EPCM/CM contractors, engineering consultants, and major equipment suppliers.
Proven experience: minimum 10 years of relevant procurement experience, including at least 5 years in capital project procurement, preferably within a multinational environment.
Deep understanding of process equipment procurement, with preference for pharma-grade equipment and systems.
Proven track record of low-cost country sourcing from China and other Asian countries.
Extensive experience in managing the full process equipment purchase cycle from specification development, pre-qualification, selection, expediting, customs clearance, FAT, SAT, commissioning and start-up.
Strong exposure to global project teams and the ability to work across time zones with colleagues and vendors internationally.
Strong negotiation skills with a track record of achieving favourable outcomes.
High resilience, results orientation, and the ability to work in high-pressure environments with competing priorities.
Experience managing high-value contracts (US$20M or above).
Familiarity with project delivery models including EPCM, Construction Management (CM), and Construction Management at Risk (CMaR).
Demonstrated leadership in managing complex vendor relationships and capital contract execution.
Ability to thrive in a matrixed, multicultural, and fast-paced project environment.
Collaborative, adaptable, and proactive problem-solver.
Proficient in SAP, Coupa, Ariba P2P, Sourcing to Contract and Contracting modules.
