What you will be working on:
Master Planning, Budgeting & Finance
- Establish the organisation’s cybersecurity vision, strategy, and underlying initiatives to ensure that the OT and IT are adequately protected.
- Develop the Cybersecurity Master Plan.
- Direct and implement an overall cybersecurity strategy to achieve cohesive and complete cyber compliance and capability across PUB.
- Provide input into the collective information security strategy to ensure that future security investments are aligned appropriately when considering key priorities such as business requirements and industry threat landscape.
- Analyse industry trends and adjust PUB security strategy accordingly.
- Provide guidance on cost-effective security strategies for implementation of security.
- Ensure that technology investments are fully leveraged in accordance with the organization’s information security goals.
Sectoral lead & Asst Commissioner Support
- Ensure cybersecurity compliance to Cybersecurity Code of Practice.
- Develop, maintain, communicate, and enforce information security policies, standards, and procedures in accordance with best practices and regulatory requirements from CSA and GovTech.
- Prepare and staff options for operational response plans for cyber crisis management efforts.
- Work with 3PN to prepare and staff a Crisis Communications Plan and messaging.
- Monitor the overall readiness of PUB CIIs and Private Sector CIIs. What we are looking for:
Required Qualifications:
- Bachelor's degree in Computer Science, Information Security, Information Technology, Electrical Engineering, or related field.
- Minimum 3 years of experience in cybersecurity or information security.
- Strong knowledge of security frameworks, standards, and best practices.
- Demonstrated experience in developing and implementing enterprise-wide cybersecurity strategies.
- Experience working with Critical Information Infrastructure (CII) protection.
Knowledge and Skills:
- Strong strategic planning and execution capabilities.
- Excellent stakeholder management skills, including experience working with external partners and regulators.
- Proven ability to communicate complex security concepts to various audiences, including senior management.
- Deep understanding of cybersecurity threat landscape, emerging technologies, and industry trends.
- Strong knowledge of relevant regulatory requirements, particularly CSA and GovTech frameworks.
- Experience in crisis management and incident response planning.
- Knowledge of Cybersecurity Act and Cybersecurity Code of Practice and security compliance requirements.
- Understanding of industrial control systems and SCADA security (for candidates with Electrical Engineering background).
Added Advantages:
- Professional certifications such as CISSP, CISM, or equivalent industry certifications.
- Master's degree in Cybersecurity, Electrical Engineering, Business Administration, or related field.
- Experience in water/utilities sector or critical infrastructure protection.
- Knowledge of Singapore's cybersecurity landscape and regulatory environment.
- Experience in public sector cybersecurity management.
- Track record of successful collaboration with government agencies and private sector partners.
