What you do will impact our public officers and agencies, and in turn make a difference to Singapore and Singaporeans. Responsibilities PSD has been onboarding Statutory Boards (agencies) across the Public Service onto a common cloud‐based enterprise management system, known as Cumulus. Cumulus provides a unified solution for Human Capital Management (HCM), Payroll and Finance with the aim of improving business efficiency and organisational performance. Agencies, which were using different HRIS based on their own HR processes, will now use Workday, a SaaS, in Cumulus. The Cumulus team has onboarded 41 agencies, with more in the pipeline. Build good relationships and rapport with agencies as their Cumulus HCM business partner and work closely with agency leads and various stakeholders to transform user experience and improve user satisfaction. Design and execute strategies to facilitate superuser adoption of system changes. Maintain and improve Workday in Cumulus for users. Establish and maintain scalable processes that ensure best practices in HR. Identify opportunities for business process re‐engineering (BPR) initiatives for productivity improvement, via transforming, streamlining and continuous improvement of work processes. Identify new Workday requirements and communicate with users to understand additional needs. Collaborate with agency leads and IT teams to resolve Workday issues and improve user experience, ensuring solutions are viable and consistent across all agencies. Create Workday guidelines and manuals, and conduct training for users. Conduct regular Workday reviews and generate reports on efficiencies and improvement areas. Structure and prioritise agencies' Workday requirements, communicating plans with stakeholders for review, approval and implementation. Stay up to date with the latest HRIS technology and best practices. Qualifications Solid understanding of HR policies and hands‐on experience in HR processes, including Compensation and Performance processes and Public Service HR policies. Experience managing data, HR transactions and processes in an HRIS, with prior implementation and/or maintenance of Workday preferred. Ability to engage stakeholders, identify gaps, gather feedback and communicate solutions effectively. Strong written and oral communication skills are required. Ability to work in ambiguous situations, consider long‐term operational perspectives and make sound judgments from a user‐centric perspective. Project and change‐management skills to manage milestones for HRIS annual maintenance and new initiatives, keeping stakeholders engaged. You should also be comfortable working in a fast‐paced environment with tight timelines.
